At the meeting, delegates focused on assessing the progress of project implementation and public investment capital disbursement. They analyzed factors affecting progress, particularly site clearance, the supply and price of construction materials, and the capacity of certain contractors, while proposing solutions to accelerate project execution during the final months of the year.

In his concluding remarks, Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, noted that thanks to the province's decisive direction and the active involvement of various levels and sectors, there have been positive developments in the progress of key transport projects and public investment disbursement. However, a significant workload remains for the rest of the year; therefore, departments, sectors, localities, project owners, and contractors must maintain a high level of focus and act even more decisively to ensure the established schedules are met.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee emphasized that units and localities must regard site clearance as a key task, linking it directly to the responsibilities of the heads of local Party committees and authorities. Communes and wards must urgently complete site clearance for key projects; immediate priority should be given to handing over agricultural land and sites ready for construction to avoid delaying project progress. The results regarding site clearance tasks will be compiled and used as a basis for performance evaluation. Departments and sectors must deploy more personnel to the grassroots level to directly coordinate with and assist localities in resolving difficulties and handling issues within their authority.

Regarding project owners, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee has directed the Construction Investment Project Management Boards No. 01 and No. 02 to urge contractors to proactively secure material supplies; maximize the mobilization of personnel, machinery, and equipment; and ensure continuous construction on handed-over sites. Simultaneously, they must coordinate with relevant departments and agencies to promptly resolve material supply issues, closely monitor the progress and monthly disbursement plans of each project, and timely address or report to competent authorities the matters exceeding their own authority, all with the aim of achieving the highest possible disbursement rate for the 2026 public investment capital plan.
