In his concluding remarks, Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, instructed advisory bodies to develop a comprehensive overview of revenue sources, implementation progress, and the feasibility of collecting land-use fees, serving as a basis for the Provincial People's Committee's direction and management. The Office of the Provincial People's Committee urgently advise on the establishment of a task force dedicated to expediting land-use fee collection, with clearly defined duties and responsibilities for each member. This task force is required to regularly review, update, and harmonize data; closely monitor the progress of individual projects and localities; and provide timely supervision, guidance, and solutions to resolve any difficulties or obstacles arising during implementation.

Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivers directives at the meeting.

The Deputy Secretary and Chairman of the Provincial People's Committee emphasized the need for a thorough, accurate, complete, and timely assessment of land-use fee revenues. Departments, agencies, and localities within their respective functions and tasks conduct comprehensive reviews of projects and land plots to ensure no revenue sources are overlooked and to prevent delays in determining or fulfilling financial obligations. Particular focus should be placed on reviewing commercial housing development projects; financial obligations arising from planning or project adjustments; commercial and service land reserves within social housing projects; land plots designated for land-use right auctions; and other revenue sources. For each project, the feasibility of implementation, the schedule of specific stages, and the responsibilities of relevant agencies and units must be clearly defined.

The Deputy Secretary and Chairman of the Provincial People's Committee requested that localities establish critical path schedules for each land plot and project, specifying timelines for site clearance, infrastructure investment, land valuation, auctions or land allocation, and the fulfillment of financial obligations. Eligible projects must be prioritized for immediate implementation. Projects that do not yet meet the necessary criteria or lack feasibility must undergo thorough review and assessment to formulate appropriate plans, thereby avoiding their inclusion in the plan if they cannot actually be executed.

Relevant enterprises are urged to uphold their responsibilities, proactively coordinate with the province and local authorities, and fully meet their financial obligations in accordance with regulations. Departments, agencies, and local authorities actively support businesses by resolving obstacles, expediting procedures within their jurisdiction, and creating favorable conditions for the early implementation of projects and the fulfillment of state budget obligations.

Furthermore, departments, agencies, and local authorities act decisively and proactively, coordinate closely and closely monitore every task and project. They should strive to maximize land-use fee revenue, thereby helping to secure the resources needed to carry out the province's socio-economic development tasks and public investment plan in 2026.
