On the afternoon of September 10, Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired a working session with provincial departments and agencies on the medium-term public investment plan (2026–2030) funded by Hung Yen province's local budget; the capital allocation plan for National Target Programs; and the organization of a conference to announce the Hung Yen Provincial Master Plan for the 2021–2030 period, with a vision to 2050.
Delegates attend the working session.
In the attendance were members of the Provincial Party Committee’s Standing Board, Vice Chairmen of the Provincial People's Committee, and leaders of relevant departments, agencies, and units.
According to a report by the Department of Finance, the projected total public investment capital plan from the local budget for the five-year period 2026–2030 exceeds VND 232.592 trillion. The funding sources include centralized budget allocations, lottery revenues, financial support from Hanoi city, land use levy revenues, and budget surpluses, revenue increases, and carry-over funds designated for public investment.
The capital managed at the provincial level is projected at approximately VND 180.271 trillion. This will be prioritized for investment preparation, planning tasks, site clearance, provincial-level programs and mandates, and specific works and projects based on priority rankings. Priority will be given to allocating funds for completed projects, the ones carried over from the previous period, the ones with approved investment policies, and selected new projects, including the construction of "model-standard" high schools.
The capital managed at the commune level is projected at approximately VND 52.387 trillion. Localities are tasked with proactively developing allocation plans, prioritizing completed projects and carry-over projects. New projects will only be initiated when sufficient funding is secured, ensuring no accumulation of outstanding capital construction debts.

Delegates attend the working session.
The formulation of the medium-term public investment plan for the 2026–2030 period is oriented towards a focused and prioritized approach; priority is given to major projects that foster connectivity and create momentum and widespread impact for socio-economic development, while ensuring alignment with master plans, resource availability, and legal regulations on public investment.
Regarding central budget funding to support National Target Programs, the total projected capital for the 2026–2030 period exceeds VND 3,789 billion, comprising over VND 3,597 billion in public investment capital and over VND 192 billion in recurrent expenditure. Public investment funds are expected to focus on programs for new-style rural development, sustainable poverty reduction, cultural development, and healthcare, population, and development initiatives.
The proposed allocation plan for public investment support targets 57 communes, prioritizing key tasks and projects that align with master plans, drive socio-economic development, and improve infrastructure quality, while avoiding scattered or redundant investment.
Regarding the capital plan in 2026, the Department of Finance proposes concentrating central funds already allocated to localities on the projects that have fully completed investment procedures; which aims to accelerate implementation and disbursement, striving to achieve 100% disbursement of the allocated capital within the year.
