On the morning of September 18, the Provincial People's Committee held a conference to remove obstacles in the management and operation of industrial clusters (ICs) managed by the district level after implementing the two-tier local government model. Comrades: Nguyen Quang Hung, Member of the Provincial Party Committee’s Standing Board, Standing Vice Chairman of the Provincial People's Committee; Nguyen Le Huy, Member of the Provincial Party Committee’s Standing Board, Vice Chairman of the Provincial People's Committee; Nguyen Hung Nam, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired the meeting.
Delegates attend the conference.
According to the report, in the whole province of Hung Yen, there are currently 117 ICs planned with a total area of about 7,096.1 hectares, of which 75 ICs have been decided to be established by the Provincial People's Committee with a total area of about 4,006.17 hectares. There are 19 ICs that were previously partially managed by the district-level People's Committee; 9 industrial clusters were previously entirely managed by the district level.
To date, 34 industrial clusters have been put into operation and 10 industrial clusters have received secondary investment projects, the remaining industrial clusters are in the process of performing investment procedures to build technical infrastructure, of which 12 industrial clusters have centralized wastewater treatment systems that have been granted environmental licenses.
Vice Chairman of the Provincial People's Committee Nguyen Le Huy speaks at the conference.
Vice Chairman of the Provincial People's Committee Nguyen Hung Nam speaks at the conference.
Regarding the current status of implementing the two-tier local government model, the People's Committees of districts and city in the province have completed the handover of relevant files and documents on industrial clusters to the People's Committees of communes and wards where the industrial clusters are located before June 30, 2025. Currently, the People's Committees of communes and wards assign the Economic Division/Economic, Infrastructure and Urban Division to directly manage industrial clusters in the area.
However, the industrial clusters previously managed by the district level have not been invested in synchronous technical infrastructure due to limited investment budget, especially the lack of centralized wastewater treatment system; some essential infrastructure works of industrial clusters are mainly invested by secondary enterprises themselves, so they do not meet the requirements of planning and environmental pollution treatment. The projects applying for land lease in industrial clusters previously managed by the district level mainly chose locations on roads with convenient traffic, thus affecting planning, infrastructure investment and attracting secondary projects later. The compensation and site clearance work still has many difficulties and complications, many projects are slow to implement...
At the conference, delegates focused on discussing and clarifying the difficulties and obstacles in the management and operation of industrial clusters; proposing solutions to improve operational efficiency and attract investment in industrial clusters in the area.
Representative of the Department of Agriculture and Environment answers questions from businesses.
Representative of investors and enterprises makes recommendations and proposals.
Concluding the conference, Mr. Nguyen Quang Hung, Standing Vice Chairman of the Provincial People's Committee, requested the Department of Industry and Trade to coordinate with departments, branches and localities to promptly review the planning network of industrial clusters in the area, and remove ineffective industrial clusters from the planning. Pursuant to Decree No. 139/2025/ND-CP dated June 12, 2025 of the Government, study and advise on transferring all industrial clusters from the district level to communes and wards for management according to the state management functions of land, environment, labor, security and order... The Department of Industry and Trade coordinates with departments, branches and localities to advise on a plan to hand over to enterprises investing in infrastructure for effective exploitation and operation; at the same time, develop a plan for enterprises to invest in wastewater treatment systems at industrial clusters according to State regulations. To focus on reviewing the legal entity options, financial mechanisms, industry characteristics, etc. to apply them to the management and operation of industrial clusters, creating favorable conditions for investors and businesses.
