The Provincial People's Committee listens to reports on the progress of key transport projects

At the meeting, delegates listened to reports on the implementation of three major projects namely: the Investment project to build the road from Thai Binh ward to Pho Hien ward; the project of the road connecting the old Thai Binh city to Nghin bridge in the form of public investment and the investment project to build the main roads connecting to functional areas in the Economic Zone.

According to the report, phase 1 of the project of the route from Thai Binh ward to Pho Hien ward is currently being carried out, the section from the intersection of National Highway No. 10 (Thai Binh ward) to the intersection of Dong Tu (Hung Ha commune) with a total length of 24.8 km. Up to now, the localities where the route passes have disseminated support and compensation policies, issued land recovery plans, counted assets, trees, crops, of which the count for agricultural land has been completed. The site clearance work is being urgently deployed, striving to complete the clearance of agricultural land in November 2025 and residential land and other land before April 2026. The investor coordinates with the Land Fund Development Center No. 2 and related units to conduct surveys and agree on plans to relocate technical infrastructure works on the route; at the same time, prepares necessary conditions to organize the project commencement at the end of October 2025.

For the project of the route from the old Thai Binh city to Nghin bridge, the site clearance and handover to the construction unit has been completed since the beginning of August 2025.

After receiving the site and handover items from the BOT investor, the contractors are focusing on building the roadbed, treating weak soil, and completing the drainage system along the entire route. The drainage system from Km2+500 to Km3+500 has been completed, continuing to construct the roadbed from National Highway No. 39 to the end of the route, ensuring the construction progress and the plan to disburse public investment capital.

For the project of constructing the main roads connecting to functional areas in the Economic Zone, the construction work basically meets the schedule, some packages exceed the planned progress. Specifically, route No. 1 reaches about 65% of the contract value; route No. 2 attains about 80%; routes 3, 4, 5 are speeding up site clearance for the remaining area to complete the next items.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Lai Van Hoan acknowledged the efforts of the units in implementing the projects, and stressed a number of key tasks in the coming time.

For the project of the route from Thai Binh ward to Pho Hien ward, he requested departments, branches, and localities to focus highly, speed up site clearance, and arrange resettlement; at the same time, learn from the experience of the CT.08 project, it is necessary to prepare the resettlement fund and infrastructure relocation plan early, and be ready to hand over the cleared site to the construction unit.

For the project of the main roads connecting the Economic Zone, he requested the communes of Binh Dinh, Nam Tien Hai, and Hung Phu to closely follow the progress and proactively handle the work within their authority. The relevant departments and branches coordinate to promptly resolve difficulties and obstacles in the implementation process.

For the project of the road connecting the old Thai Binh city to Nghin bridge, he requested the Construction Investment Project Management Board No. 2 to strengthen inspection and supervision of the project's progress. Contractors strictly follow the direction of the Provincial People's Committee on ensuring the quality, progress and investment efficiency of the project.
