The Provincial People's Committee launches patriotic emulation movement and signs emulation agreement in 2026

The 2026 emulation movement, themed "Decisive Action - Breakthrough Growth - Sustainable Development," aims to create a new momentum and high determination throughout the political system, the business community, and all strata of the people.

Speaking at the launching of the emulation campaign, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Chairman of the Provincial Emulation and Commendation Council, emphasized: The emulation campaign in 2026 is launched in the context of the province entering the first year of implementing the 5-year socio-economic development plan 2026-2030, the year of the 14th National Congress of the Party, the election of the 16th National Assembly and the People's Councils at all levels for the 2026-2031 term. This is also a year of special importance, requiring extraordinary efforts and strong innovation in thinking, leadership methods, and the organization and implementation of tasks.

The emulation movement focuses on successfully achieving the socio-economic development goals in 2026, with the main focus being the determination to achieve double-digit economic growth (10.5%), accelerating the disbursement of public investment capital, removing bottlenecks in infrastructure, land, mechanisms, and policies; significantly improving the investment and business environment; and enhancing the quality of administrative reform, digital transformation, and the effectiveness and efficiency of government operations at all levels.

To successfully perform the contents and agreements of the emulation campaign, contributing to the successful achievement of the socio-economic development goals in 2026, the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Chairman of the Provincial Emulation and Commendation Council requested that departments, agencies, and localities concretize the emulation movement with practical action programs and plans, linking emulation with the implementation of political and professional tasks; emphasizing the responsibility of leaders, strictly enforcing administrative discipline and order; and using the results of task implementation and the satisfaction of people and businesses as a measure to evaluate emulation.

In addition, the emulation movement should continue to be linked with caring for social welfare, improving people's lives, developing culture and society, ensuring national defense and security, maintaining political stability and social order, and creating a favorable environment for rapid and sustainable development.

Through the 2026 emulation movement, the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Chairman of the Provincial Emulation and Commendation Council called on all cadres, civil servants, employees, armed forces, the business community, and the people of the province to promote the spirit of solidarity, innovation, creativity, boldness in thinking, daring to act, and taking responsibility, striving to excellently fulfill the set goals and tasks, creating a solid foundation for the development of Hung Yen province in the new period.

Responding to the emulation movement, representatives of the emulation blocs and cluster leaders made commitments to seriously and effectively implement the contents of the agreement, determined to complete and exceed the targets and tasks in 2026.

At the launching ceremony, in the presence of the Standing members of the Provincial Party Committee and provincial leaders, representatives of 15 heads of emulation blocs of provincial agencies and 12 heads of emulation clusters of communes and wards signed an emulation agreement in 2026, demonstrating their determination to unite, innovate, and strive to successfully achieve the set goals and tasks.
