After four weeks of implementation, the two-tier local government model in the province has initially shown its effectiveness. The commune-level government has gradually gotten into order, the organization and personnel of the agencies assisting the People's Council, specialized agencies, and public service units of the commune-level People's Committee have been quickly consolidated. The government's activities in the direction of "being close to the people, serving the people" are clearly demonstrated.

The work of decentralization, delegation of authority and assignment of authority has been carried out synchronously, contributing to improving the efficiency of management, operation and settlement of administrative procedures at the grassroots level. The Public Administration Service Centers in communes and wards have been invested in facilities, equipment and arranged with adequate basic human resources, ensuring smooth and uninterrupted operations.

As of July 24, the whole province has received 68,594 administrative procedure dossiers, of which 54,993 dossiers were submitted online. The commune-level authorities have received up to 63,096 dossiers, accounting for more than 90% of the total number of dossiers in the whole province. 48,466 dossiers have been resolved, reflecting the positive progress of administrative handling. In particular, in the land sector, which has a large volume of work and is complex in nature, from July 1 to July 20, the whole province has received 3,724 dossiers, however, the settlement rate reached 15.39%; the remaining dossiers are continuing to be processed according to the correct procedures.

At the conference, leaders of departments, branches and localities focused on discussing and evaluating the achievements, at the same time reflected on some difficulties and problems in the process of the new model operations. It is said that there is currently a lack of personnel with professional qualifications and experience in such fields as health, education, science - technology, natural resources - environment, land, etc. In addition, some tasks transferred from the old district level to the commune level have not been instructed specifically from ministries and central branches, causing confusion in the implementation process. Localities also reported that there are no detailed regulations on management, use and the policies for cadres, civil servants, public employees and non-professional workers, affecting the organization and operation of the apparatus; the operation of software for handling administrative procedures is still confusing...

Vice Chairman of the Provincial People's Committee Pham Van Nghiem speaks at the conference.

Concluding the conference, Vice Chairman of the Provincial People's Committee Pham Van Nghiem highly appreciated the proactive and responsible spirit of all levels, sectors and localities in the implementation process of the two-tier local government model.

Regarding the arising difficulties and problems, the Vice Chairman of the Provincial People's Committee requested all levels, sectors, communes and wards to continue to review and proactively overcome arising shortcomings in a timely manner according to their authority. To regularly pay attention to and encourage cadres, civil servants and public employees to complete their assigned tasks well. To strengthen coordination in handling work between specialized departments and the Public Administration Service Center at the commune level. The procurement, transfer and management of public assets must comply with the provisions of law. To continue to do a good job of archiving and digitizing documents and records according to regulations.

The Department of Home Affairs shall take the lead and coordinate with relevant departments and branches to guide communes and wards in performing the procedures for establishing the commune-level public service units; guide the appointment of chief accountants and accountants; arrange, organize and carry out policies and regimes for non-professional workers, procedures for transferring civil servants, etc.

The Vice Chairman of the Provincial People's Committee also assigned specific tasks to departments, branches and localities, in which he noted that communes and wards must strictly maintain administrative discipline, working hours, and working style.
