The Provincial People's Committee holds a regular meeting in October and a teleconference with localities

On the morning of November 3, the Provincial People's Committee held a regular meeting in October and a teleconference with communes and wards in the area. Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting. The meeting saw the presence of Members of the Provincial Party Committee’s Standing Board, leaders of the Provincial People's Committee; leaders of departments, branches, sectors and localities in the province.

Before the meeting, the Provincial People's Committee announced Decision No. 2336/QD-TTg dated October 22, 2025 of the Prime Minister approving the election result for the position of Vice Chairman of the Hung Yen Provincial People's Committee for the 2021-2026 term for comrade Le Quang Hoa.

At the meeting, delegates listened to and commented on important contents presented by the Department of Finance, Department of Science and Technology, and the Provincial People's Committee’s Office, including: the socio-economic situation in October and the first 10 months of the year; the goals and tasks for the last 2 months of 2025; the socio-economic development plan in 2026; the 3-year financial-budgetary plan for the period 2026 - 2028 and 5-year financial plan for 2026 - 2030.

In October and 10 months of 2025, the province's socio-economic situation continues to maintain positive growth momentum in most areas. The industrial production index (IIP) increased by 11.71% over the same period. Many key projects have been started, such as the road from Thai Binh ward to Hung Ha commune connecting Pho Hien ward, Thai Binh LNG Thermal Power Plant, Gel - O&J Automobile Factory... The Provincial People's Committee has directed to accelerate the implementation progress of key projects and works of the province; issued and performed tasks and solutions to promote the disbursement of public investment capital plans in the last months of 2025; directed to thoroughly handle completed, handed over, and delayed public investment projects and works... As of October 29, 2025, the whole province has disbursed VND 21,583 billion, reaching 53.6% of the plan assigned by the Prime Minister.

The state budget collection work continues to be carried out resolutely, synchronously, and effectively. By the end of October 30, the total state budget revenue in the area was VND 75,563 billion, reaching 136.4% of the estimate. Total mobilized capital in the area as of October 31, 2025 is estimated at VND309,000 billion, seeing an increase of 11%. Total outstanding loans of credit institutions reached VND256,000 billion, seeing an increase of 15% compared to December 31, 2024.

Investment promotion has achieved important results. Since the beginning of 2025, the whole province has attracted 307 new investment projects and 230 projects with increased capital, with total new and increased capital reaching over VND159,000 billion and USD2.14 billion. New business registration certificates have been issued to 4,735 enterprises, an increase of 66% with total registered capital of VND62,705 billion, an increase of 35% and 2,486 branches, representative offices, and business locations, an increase of 88.8% over the same period; 574 enterprises resumed operations.

The agricultural sector remained stable, the whole province harvested over 60,000 hectares of summer-autumn rice, and the winter crop reached 53% of the plan; livestock and aquaculture developed well, and diseases were controlled. The province vigorously implemented the 90-day campaign to enrich itself, cleaned up the land database, and brought nearly 500,000 plots of land to the national system.

The cultural and social sectors continued to receive attention; science and technology activities and digital transformation were promoted; jobs were created for about 53,000 workers; social security was taken care of carefully. Administrative reform, e-government construction, digital transformation, and the two-tier government model initially showed effectiveness. National defense - security, social order and safety were maintained, and major events in the province were held in absolute safety.

At the meeting, leaders of departments and branches of the Provincial People's Committee discussed and analyzed the results achieved, frankly admitted the shortcomings and limitations; proposed solutions to implement the tasks of socio-economic development, national defense and security in the last two months of 2025.

Concluding the meeting, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested departments, branches and localities to be proactive, resolute, creative, seriously and effectively implement the Resolution of the 1st Provincial Party Congress, term 2025 - 2030, concretize it with practical, focused and key action programs and plans. To focus on completing the adjustment of the Provincial Master Plan in December 2025, ensuring a long-term development vision; at the same time, communes and wards proactively review and adjust the commune-level planning in line with the general orientation.

Regarding economic development, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee emphasized that achieving GRDP growth of 10 - 10.5% in 2025 is the key target, requiring determination and synchronous coordination of the entire government system. Therefore, departments, branches, units and localities must accelerate the disbursement of public investment capital, site clearance, and remove difficulties for businesses. Along with that, the Statistics Department promptly updates, surveys, and compiles statistics on new added values to serve the growth target.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee also requested departments, branches and localities to focus on the task of collecting budget revenue, especially the revenue from land, tax debt collection, strictly control budget expenditures, and completely handle debt from basic construction; at the same time, carefully prepare conditions for the inauguration and commencement of key works and projects; advise on the arrangement of villages, residential groups, public service units, state-owned enterprises and contents related to the election of the National Assembly’s and People's Councils’ deputies at all levels for the 2026 - 2031 term. To continue to take care of cultural and social work, ensure social security, health, education, national defense and security, build an honest, effective and efficient government apparatus to best serve the people and businesses.

At the meeting, the Provincial People's Committee listened to and commented on the report on the implementation of digital transformation work according to Decision No. 628/QD-UBND dated September 18, 2025 of the Provincial People's Committee approving the List of tasks to implement digital transformation in Hung Yen province in 2025 and Decision No. 1045/QD-UBND dated September 19, 2025 of the Provincial People's Committee approving the additional tasks to implement digital transformation in Hung Yen province in 2025; the report on the implementation results, the results of the implementation of the tasks assigned by the Provincial People's Committee to agencies and units in Resolution No. 03/NQ-UBND, the notices of the conclusion of the Provincial People's Committee’s meeting and other important contents.
