Socio-economic situation maintains positive growth

The report of the Department of Finance shows that in November and 11 months of 2025, the socio-economic situation of the province continues to maintain growth momentum. The index of industrial production (IIP) in November is estimated to increase by 15.74%; in general, in the first 11 months, it increased by 12.26% compared to the same period in 2024. Some sectors with high growth rates are: manufacturing and processing increased by 12.66%; mining increased by 16.07%; water supply, waste and wastewater management and treatment increased by 13.5%.

The province continues to focus on accelerating the progress of projects, disbursing public investment capital; issuing a Decision to adjust the public investment plan for 2025. As of November 26, 2025, the whole province has disbursed over 23,788 billion VND, reaching nearly 60% of the plan assigned by the Prime Minister. State budget revenue achieved good results, by November 19, 80,605 billion VND was realized, equal to 145.5% of the estimate, of which domestic revenue reached 149.8% of the estimate.

Investment attraction activities continued to flourish. By November 20, the whole province has attracted 327 new projects and 251 capital increase adjustments with a total newly registered and increased capital of over 165.9 trillion VND and 2.31 billion USD. The number of newly established enterprises reached 4,886 enterprises.

The commodity market is stable, market inspection, control and anti-smuggling work has been strengthened. Total retail sales of goods and service revenue in November is estimated at VND24,219 billion, up 3.62% over the previous month and up 20.42% over the same period in 2024.

In the agricultural sector, by November 17, the whole province has harvested over 96,800 hectares of summer-autumn rice and about 39,800 hectares of winter-spring crops, reaching 92.3% of the plan and harvested about 14,500 hectares of various vegetables.

The fields of culture - society, national defense - security continue to be ensured; social security is focused on.

At the meeting, delegates focused on discussing, evaluating, clarifying the results of task implementation, proposing solutions for the following areas: natural resources - environment, science - technology, budget collection, disbursement of public investment capital, administrative reform and organization of two-tier administrative apparatus, social security work, military recruitment, security and order assurance...

Concluding the meeting, Comrade Pham Quang Ngoc emphasized: In the 11 months and the whole year of 2025, the Party Committee and the Provincial People's Committee have closely followed the direction of the Central and the Provincial Party Committee, making efforts to implement tasks, especially the task of building two-tier local government on schedule. The results achieved in industrial growth, budget revenue, public investment disbursement and business development clearly reflected the management capacity, determination of the entire political system, and consensus of the people and businesses.

In addition to the achieved results, the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee also pointed out the risk of not achieving the growth target according to Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee on the Project to supplement socio-economic development in 2025 with a growth target of 8% or more and the province's double-digit growth target; the progress of public investment disbursement is still low compared to the set target. Along with efforts to ensure good target for 2025, in December and the first months of 2026 with a huge workload, departments, branches and localities must focus maximum time, closely follow the work to complete the assigned tasks well.

The Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested departments, branches and localities to focus on reviewing and evaluating targets according to the functions and tasks of each branch and each field; steadfastly, consistently, and pursue to the end the set goals. To continue to remove remaining obstacles in projects and prepare well for the conditions to start the project in December. He assigned the Department of Finance to synthesize, classify, and report to the Provincial People's Committee to assign leaders in charge of resolvement.

Departments, branches and localities continue to implement key solutions to promote economic growth, increase budget revenue, especially from land use rights auctions. To accelerate the adjustment of commune and ward planning, regional planning, urban planning and the province's master plan. To strengthen land management, environmental protection; accelerate the disbursement of public investment capital. At the same time, prepare well for the organization of the election of deputies to the 16th National Assembly and the People's Council at all levels for the 2026 - 2031 term. To focus on completing the contents of reports and submissions to the Provincial People's Council’s session. To prepare for the year-end summary task and organize the Lunar New Year Binh Ngo 2026. To well perform the selection and call of citizens to join the army in 2026 and the work of ensuring social security.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee also assigned specific tasks to departments, branches and localities, including the Department of Justice to continue reviewing the mechanisms and policies between the two provinces before the merger, coordinating with departments and branches to advise the Provincial People's Committee to issue unified mechanisms and policies for the entire province. The Department of Finance advises and directs the work of arranging and handling public assets, prioritizing the reuse of public assets; at the same time, arranging public cars for communes and wards to ensure safety and compliance with regulations. The Department of Home Affairs reviews and develops a plan to recruit career civil servants; arranges and mobilizes civil servants of the Provincial People's Committee. Departments and branches provide professional guidance to specialized divisions at the commune level.

He noted that the Provincial Statistics Department should review the methods, statistics, and ways of coordinating with local departments and branches in assessing the situation of sectors and fields to serve statistical work. The Party Secretaries, Chairmen and Vice Chairmen of Ward and Commune People's Committees need to put themselves in the position of experts to proactively handle work, ensuring smoothness and efficiency.
