The Provincial People's Committee holds a meeting to hear a report of the Investment and Construction Project Management Board No. 01 on the results of public investment capital disbursement in the first quarter of 2026.
On the afternoon of April 16, Mr. Lai Van Hoan, the Provincial Party Committee’s Member and Vice Chairman of the Provincial People's Committee, chaired a meeting to hear a report of the Investment and Construction Project Management Board No. 01 on the results of public investment capital disbursement in the first quarter of 2026, the plan for the second quarter, and the progress of the Nghi Xuyen sluice gate construction project to drain water from the Cuu An River into the Red River. In the attendance were leaders of several relevant departments and agencies.

According to the report of the Investment and Construction Project Management Board No. 01, in 2026, it is assigned to be the investor for 61 projects, with a total investment of nearly 49,800 billion VND; of which, 40 projects are under construction, and 21 projects are in the planning stage. The total value of disbursed public investment capital in the first quarter reached VND 536.4 billion, achieving 6.7% of the 2026 capital plan. Regarding the Nghi Xuyen sluice gate project to drain water from the Cuu An River into the Red River, the project has a total investment of VND 250 billion from the provincial budget. Currently, the Management Board is carrying out survey and design drawings, expected to be completed in May 2026, with the goal of commencing construction in the third quarter of 2026.

At the meeting, delegates focused on discussing and clarifying the causes of existing problems, while proposing solutions to overcome them, especially in land clearance, ensuring material supply, and improving contractor capacity.
In his concluding remarks, Vice Chairman of the Provincial People's Committee Lai Van Hoan requested the Investment and Construction Project Management Board No. 01 to focus on decisive direction and management, closely monitor the progress of each project; and coordinate closely with departments, agencies, and localities to resolve difficulties and accelerate land clearance.

He requested localities to mobilize the entire political system to accelerate land clearance; hold the heads of communes and wards accountable for each location with delayed handover, considering this as a criterion for evaluating performance; and assign specific tasks, strengthen inspection and supervision, and promptly resolve obstacles to prevent delays that could affect progress. The Project Management Board urges contractors to organize construction in "3 shifts, 4 teams," "overcoming the sun and rain"; immediately commence construction when land is available; proactively ensure material supply and coordinate in the resolution of technical issues. At the same time, they strengthen supervision and resolutely dealt with contractors violating progress and quality standards. Relevant departments and agencies are tasked with shortening the appraisal time, promptly publishing material prices close to market rates; and proactively advising on flexible operating mechanisms to overcome difficulties in supply and price fluctuations.
Regarding the Nghi Xuyen sluice gate project, the Vice Chairman of the Provincial People's Committee requested the Investment and Construction Project Management Board No. 01 to urgently complete the documentation, accelerate survey and design work, ensure quality and progress; and closely coordinate with localities in land clearance and prepare all necessary conditions for the early commencement of the project.
