The Provincial People's Committee holds a meeting to hear a progress report on the Ninh Binh - Hai Phong expressway construction project, the section passing through Nam Dinh and Thai Binh.
On the morning of May 5, Mr. Lai Van Hoan, the Provincial Party Committee’s Member and Vice Chairman of the Provincial People's Committee, chaired a meeting of the Provincial People's Committee to hear a progress report on the implementation of the Ninh Binh - Hai Phong expressway construction project, the section passing through Nam Dinh and Thai Binh, under the public-private partnership (PPP) method. It saw the participation of leaders of relevant departments, agencies, and localities.
Mr. Lai Van Hoan, the Provincial Party Committee’s Member and Vice Chairman of the Provincial People's Committee, chairs the meeting.
According to the report of the Investment and Construction Project Management Board No. 02, the land clearance work for agricultural land and converted land has been basically completed, reaching approximately 93.69% of the area, corresponding to about 31.2/33.3km of the route length, which has been handed over to the investor. The land clearance work in Kien Xuong, Hong Vu, and Binh Nguyen communes has basically met the required progress; however, Le Loi and Tay Thai Ninh communes are lagging behind schedule. In addition, land clearance for converted land, enterprise land, and farms is still behind schedule, especially for residential land and farmland, which faces many difficulties and needs to be accelerated to ensure completion in quarter 2/2026.
Regarding the construction of resettlement areas, the entire route has nine areas in seven out of ten communes. To date, eight out of nine areas have basically completed land clearance; seven out of nine areas are under construction, of which four areas have basically completed and have held lotteries for resettlement allocation; the remaining three areas are expected to be completed in May 2026. In addition, one area (Tay Thai Ninh commune) has not yet had its land handed over, and another area (Le Loi commune) is in the process of selecting a contractor, with the completion expected in June 2026.
Regarding construction, the major bridge packages such as the bridges over the Red River, Ninh Co River, and Tra Ly River are conducting such key items as bored piles, substructure, and casting Super-T girders, basically meeting the schedule. The road packages have commenced construction in locations where land is available. The cumulative value of completed work as of April 24, 2026, is approximately VND 1,035 billion, with the disbursements of approximately VND 234.9 billion.
However, according to assessments, the overall construction progress is still slow, especially for the road packages. Some sections have land available but construction has not yet begun, affecting the overall progress and capital disbursement. The investor's loan mobilization is also slow and is currently overdue compared to the signed contract. Furthermore, the project is facing significant difficulties regarding material supply, especially embankment sand. The project's total sand demand is very high, but the supply from planned quarries is insufficient in both quantity and the progress of licensed mining, while commercial sand is scarce and prices are soaring.
At the meeting, delegates focused on discussing and clarifying the difficulties and obstacles, particularly in land clearance, land valuation, resettlement arrangements, and the supply of construction materials.

Relevant localities should urgently issue land valuation certificates; at the same time, accelerate the construction progress of resettlement areas.
