The Provincial People's Committee holds a meeting to give opinions on a number of important contents

At the meeting, leaders of the Department of Finance reported on the implementation results of the main indicators on socio-economic development in the first 6 months of the year; the tasks and solutions in July and the last 6 months of 2025 of the province. Accordingly, in the first 6 months of 2025, Hung Yen and Thai Binh provinces have focused on drastic leadership and direction, promoting improvement of the investment and business environment, boosting digital transformation; with the efforts of the business community and the consensus of the people, the socio-economic situation of the two provinces before the merger achieved a good growth rate, higher than the target assigned by the Government and the Provincial People's Council.

The gross regional domestic product (GRDP) of Hung Yen province before the merger increased by 9%. The production value of industry and construction rose by 10.67%; trade and services increased by 6.61%; agriculture, forestry and fishery rose by 2.39%. Export turnover is estimated to reach at 4,200 million USD, up 29.23%; import is 3,556 million USD, up 19.13% over the same period in 2024. Total social investment capital reached 37,782 billion VND, up 18.5% over the same period. Investment attraction achieved the highest results ever with total investment capital, newly granted and adjusted one to increase in the period of 103,312 billion VND and 593.8 million USD. Total state budget revenue by June 29, 2025 reached 44,963 billion VND, gaining 100.1% of the annual estimate. For Thai Binh province, the total GRDP in the area is estimated at 36,154 billion VND, up 9% over the same period in 2024. Total production value is estimated at 105,954 billion VND, up 14.01% over the same period, of which industry increased by 22.28%, agriculture rose by 2.27%, construction increased by 6.88%, services rose by 9.62%. Total state budget revenue is VND 28,928 billion, reaching 127% of the estimate, up 113.6% over the same period in 2024, as the highest ever.

The cultural and social sectors are given comprehensive and substantive direction, meeting the requirements of socio-economic development tasks and serving the spiritual life of the people well. The quality of comprehensive education continues to be improved. Healthcare work is carried out synchronously, achieving many positive results. Administrative reform, digital transformation, and improvement of the investment and business environment have achieved outstanding results. According to the PCI ranking results in 2024, Hung Yen province has risen to be in the top 10 provinces with the best economic management quality in the country, up 2 levels compared to 2023; Thai Binh province has increased one level compared to 2023, in the top 30 provinces and cities in the country. To resolutely direct the implementation and completion of the organizational arrangement in accordance with the spirit of Resolution No. 18-NQ/TW on continuing to innovate and organize the apparatus of the political system to be streamlined, effective and efficient. To timely, resolutely and synchronously direct the directions of the central government and the province on building a 2-tier local government apparatus. The political security situation and social order and safety in the area are maintained.

At the meeting, delegates focused on discussing and evaluating the achieved results; analyzing and clarifying the causes of difficulties and limitations and proposing key solutions to implement the socio-economic development tasks in July and the last 6 months of 2025. The Provincial People's Committee also listened to and commented on the draft working regulations of the Provincial People's Committee for the term 2021 - 2026; the working program of the Provincial People's Committee for the last 6 months of 2025; the Plan for accommodation and transportation for cadres, civil servants, public employees, and workers to work in Hung Yen after the province's merger.

Concluding the meeting, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: In the last 6 months of the year, in the context of the two-tier local government apparatus of Hung Yen province after the merger just coming into operation, the task of ensuring development requirements is very heavy. Therefore, the whole province must aim for and unify the viewpoint of one homeland, common goals and act together to build Hung Yen province after the merger to develop rapidly; build a friendly, modern, transparent, effective, close-to-the-people administration, serving the best for the people and businesses; at the same time, aim for the goal of a prosperous, and happy life for the people.

To realize the above goals, Comrade Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested that the collective Party Committee, the Provincial People's Committee and departments, branches and localities must be truly united, unified, operate in compliance with the law, regulations and principles; work with dedication, and responsibility with the motto that working efficiency is the measure of oneself capacity. Each cadre, civil servant, public employee, and worker in agencies and units must be proactive, dynamic, creative, dare to think, dare to do, and flexible in performing tasks, absolutely not causing difficulties or troubles for people and businesses when performing public duties.

In the immediate future, to prioritize the operation of the 2-tier local government smoothly, efficiently, and effectively, ensuring uninterrupted work, in which departments, branches, and localities quickly stabilize their organizations to operate the new apparatus; pay attention to and create favorable conditions in terms of facilities and working means for cadres, civil servants, public employees, and workers; at the same time, urgently review and accurately determine the needs to arrange accommodation and reasonable means of transportation so that cadres, civil servants, public employees and workers can feel secure when working in the new province... To prepare well the legal bases develop working regulations of agencies and units; strengthen the inspection and supervision of the operations of the two-tier local governments.

Regarding the task of socio-economic development, the Chairman of the Provincial People's Committee requested the Department of Finance to advise and develop a growth scenario for the whole year of 2025, pay special attention to the last 6 months of 2025, thereby clearly defining the growth targets of each department, branch, unit and each specific field; coordinate with the Provincial Party Congress Document Subcommittee to complete the political report on the assessment of the socio-economic development situation in the period of 2020 - 2025, develop goals and tasks for the term of 2025 - 2030.

Departments and branches focus on reviewing, adjusting and supplementing the planning of the province and branches, fields on the basis of assessing potential, advantages and determining the growth driving force axis; advise on the establishment of a steering committee to review and supplement the planning of the province.

The Chairman of the Provincial People's Committee also requested departments, branches and localities to actively, resolutely and responsibly implement the task of budget collection in the last months of the year; focus on disbursing public investment capital, allocating investment resources to ensure concentration, not spreading, prioritizing branches and fields to create momentum for development; strengthen the management of public assets and transfer projects to ensure clear decentralization, in accordance with regulations. In addition, focus on site clearance to serve the implementation of projects, especially key projects in the area, while strengthening management and handling of violations in the land sector. To enhance the improvement of the investment and business environment, investment attraction into the area.

The agricultural sector and relevant localities and units implement the Summer-Autumn and Winter-Autumn crop production projects; prepare plans for natural disaster prevention and control. Sectors focus on reviewing and removing obstacles and backlogs related to legal regulations; at the same time, research and propose unification of policy mechanisms after the province's merger...

To prepare conditions for the 2025-2026 school year; improve the quality of medical work, take care of people's health; preserve and promote cultural values ​​associated with tourism development. The provincial police closely coordinates with other forces to grasp the situation at the grassroots level, advises on early and remote resolution of incidents related to security and order, and avoids being passive or surprised in any situation.
