The Provincial People's Committee held a meeting to hear a report on the progress of the Ninh Binh - Hai Phong Expressway project, the section passing through the province

The Ninh Binh - Hai Phong Expressway construction investment project, the section passing through the province has a length of 33.3km, according to the scale of a complete 4-lane expressway, with a roadbed width of Bn=24.75m, and a design speed of 120km/h. The project started construction in May 2025, is expected to be basically completed in 2027, and put into operation in 2028.

The work of completing technical design documents, estimates and construction drawings for construction packages at the project is ensuring the project's progress. Regarding the project's site clearance through the province, the communes have basically completed the site clearance of about 206.18 hectares of agricultural land. Currently, 28.2 km have been handed over to investors for construction, reaching about 85%. For residential land, localities are carrying out inventory, publicizing plans and submitting for appraisal and approval; at the same time, resettlement areas are being built in 7/10 communes where the project passes through, and two cemeteries are being built to relocate graves in the project area... Regarding to the compensation and support for site clearance, so far, localities have paid about 99% for agricultural land. In addition, the construction unit is currently organizing the construction of packages B.01 - Ninh Co River overpass, B.02 - Red River overpass, B.03 - Tra Ly River overpass. The output value up to now has reached about 220 billion VND.

At the meeting, relevant units reported on the implementation results, site clearance progress, resettlement work and difficulties and obstacles in the project implementation process.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Lai Van Hoan requested departments, branches, localities, and investors to clearly identify the Ninh Binh - Hai Phong Expressway project as a national key project, therefore, it is necessary to closely follow the set progress milestone to implement related tasks, including speeding up the progress of clearing remaining agricultural land, residential land and other types of land; speeding up the construction of resettlement areas and resolving problems related to construction materials. The People's Committee of Hong Vu commune coordinated with the Land Fund Development Center No. 2 to propose and implement the construction of a road to the newly built water plant. Localities continue to propagate, mobilize, and create consensus among people in the project area.

The Vice Chairman of the Provincial People's Committee requested relevant departments and branches to focus on coordination and promptly advise on removing difficulties in the supply of materials for leveling and construction; guide communes to complete procedures for land allocation to investors and documents for granting permits for material exploitation so that the project can be implemented as planned. The project enterprise actively works with neighboring provinces and cities to supply materials; concentrates human resources and machinery to speed up the progress of bridge construction, leveling the roadbed for sections that have been handed over clean ground; the construction process ensures requirements on quality, aesthetics, and labor safety.
