According to the report of the Department of Science and Technology, in the past period, Hung Yen province has focused on implementing the tasks of Resolution No. 57-NQ/TW of the Politburo in a comprehensive manner. On the Central Committee's monitoring system for Resolution No. 57-NQ/TW, the province was assigned to implement 253 tasks, of which 138 tasks have been completed, 26 tasks are being carried out on schedule, and 20 tasks are nearing their deadlines. Regarding the digital transformation tasks under Decision No. 1398/QD-UBND of the Provincial People's Committee, the entire province is currently implementing 100 tasks, including 25 tasks carried over from 2025 and 75 tasks in 2026.

In terms of resources, in 2026 the province has allocated over 1,554 billion VND for science, technology, innovation and digital transformation, of which more than 802 billion VND has been allocated to agencies, units and localities. In addition, the Central Government has supplemented the province with over 42.9 billion VND to implement Resolution No. 57-NQ/TW of the Politburo. However, the disbursement rate remains low; as of May 5, 2026, the provincial level disbursement reached 5.03%, and the commune level reached 3.98%.

Besides the achievements, the implementation of Resolution No. 57-NQ/TW of the Politburo in the province still faces such bottlenecks as: a shortage of specialized personnel in science, technology and digital transformation at the commune level; scattered and inconsistent data; limited digital infrastructure and information technology equipment at the grassroots level; insufficient coordination between the State - scientists - businesses; and many obstacles in the mechanisms and policies regarding the science, technology and innovation development fund.

In the coming time, Hung Yen province has identified several key tasks to focus on, including: building a shared provincial data warehouse; accelerating the construction of the Provincial High-Tech Park and the High-Tech Research, Production and Experimental Application Zone; establishing innovation and startup incubators; and completing the Project to improve the province's DTI and TFP indicators; strengthening cooperation with research institutes, universities, and technology enterprises to promote the development of science, technology, innovation, and digital transformation.

At the meeting, leaders of departments and agencies, experts, members of the Central Steering Committee, and technology units focused on discussing and clarifying the achievements, analyzing difficulties and limitations, especially bottlenecks in institutions, digital infrastructure, data, and human resources; and simultaneously proposed solutions to accelerate the implementation of the tasks of Resolution No. 57-NQ/TW of the Politburo in the province.

Speaking at the meeting, Comrade Nguyen Huy Dung, Alternate Member of the Party Central Committee, and full-time member of the Central Steering Committee for the Science, Technology Development, Innovation and Digital Transformation, emphasized: Hung Yen has many advantages in terms of geographical location, situated along the Hanoi - Hai Phong - Quang Ninh axis, close to major research centers; it has a rapidly developing manufacturing and logistics sector and a large land reserve, creating favorable conditions for the province to become a center for applied technology and high-tech industries in the entire Capital region.

Comrade Nguyen Huy Dung, full-time member of the Central Steering Committee for the Science, Technology Development, Innovation and Digital Transformation, speaks at the meeting.

He suggested strategic directions, in which Hung Yen needs to develop five medium-term and long-term pillars of science and technology: industrial automation, aiming to become the AI solutions center of the North; a data center and data backup for Hanoi; logistics and supply chain technology; high-tech agriculture; and digital cultural industry associated with the development of creative cultural complexes. Regarding development space, he proposed that Hung Yen build a technology corridor with three development poles: an innovation center in Van Giang, the high-tech industrial core area of My Hao, and the logistics center of Pho Noi. Regarding science and technology, the province needs to implement a "three-party" cooperation model involving the State - enterprises - universities, with existing universities in the area serving as research and innovation centers. Attracting large technology companies to partner in forming science and technology clusters is crucial; the province should also launch awards to honor outstanding businesses, entrepreneurs, and innovative models.

Regarding digital transformation, he suggested the province focus on three components: digital government, digital economy, and digital society. The overall digital transformation architecture plays a particularly important role and needs to be built systematically, synchronously, and with consultation from experts. Projects need to be carefully assessed for investment efficiency and avoid waste. He noted that the development of the digital economy must be linked to the goal of directly contributing to economic growth; focusing on building technology companies with the Hung Yen brand in the fields of automation, high-tech agriculture, and cultural industries. For the digital society, it is necessary to promote a harmonious combination of humans and artificial intelligence (AI). He suggested that local authorities should closely cooperate and share information with technology businesses; select strategic businesses to participate in advising and supporting the province in implementing Resolution No. 57-NQ/TW in the spirit of service, for the common development goals of the province; at the same time, the province needs to establish a team of experts in the fields of science, technology and digital transformation to support the implementation process.

Concluding the meeting, Comrade Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized: Resolution No. 57-NQ/TW of the Politburo is of special importance, serving as a driving force for the socio-economic development of the province in the new period. However, its implementation in the province so far has not met the requirements set forth.

Comrade Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivers a directive speech at the meeting.

Respectfully acknowledging the contributions of Comrade Nguyen Huy Dung, members of the Central Steering Committee, experts, and technology businesses, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested that departments and agencies focus on building a common architectural framework and standards for the entire province, ensuring synchronous connectivity and interoperability between systems serving leadership, management, and the handling of procedures for citizens and businesses. In the short term, it is necessary to accelerate digitalization and build a shared database; at the same time, strengthen the application of science and technology in each field, ensuring synchronization with the Central Government's orientation.

He requested that departments, agencies, and localities continue to raise awareness and clearly define the responsibilities of leaders in implementing tasks; focus on removing bottlenecks in institutions, infrastructure, data, and human resources; continue to effectively carry out the assigned tasks in 2026; review and shape the overall architectural framework of the province based on leveraging existing strengths and advantages.

He instructed the Department of Science and Technology to advise on selecting technology enterprises for strategic cooperation with the province in implementing Resolution No. 57-NQ/TW according to a specific roadmap for each year and each stage; continue to review tasks and research adjustments as needed to ensure suitability with reality. He also basically agreed to establish a consulting team to support the province in the fields of science, technology, innovation and digital transformation; and instructed the Department of Science and Technology to coordinate with telecommunications and technology enterprises to research and review existing infrastructure, and based on that, develop a plan for cooperation with large technology enterprises to develop a synchronous and modern digital infrastructure.

In addition, the province will accelerate digital transformation in various fields, focusing on infrastructure, architectural framework, and identified key tasks. It requires relevant departments and agencies to focus on effectively implementing the tasks assigned by the Central Government, ensuring progress and quality as required. Furthermore, the province hopes to continue receiving support from the Central Steering Committee, experts, and technology companies during the implementation process.
