According to the report, in 2026, the Investment and Construction Project Management Board No. 2 was assigned to be the investor of 63 projects, while also monitoring 4 other projects. The disbursement of public investment capital in the first quarter reached VND 520.4 billion, equivalent to 107% of the quarterly plan (in the plan it was approximately VND 480 billion). However, some projects are still behind schedule in construction, land clearance, and disbursement, such as: the road from Thai Binh city (old) to Nghin Bridge; the road from Thai Binh ward to Hung Ha commune; and the Ninh Binh - Hai Phong expressway project (CT.08), the section passing through Ninh Binh and Hung Yen provinces. The main reasons affecting the progress of these projects include the scarcity of construction materials, high price of materials and fuel, labor shortages, as well as outstanding issues in land clearance and administrative procedures.
At the meeting, delegates focused on discussing and analyzing the causes and proposing solutions to address the issues, emphasizing the need to ensure the supply of materials, accelerate land clearance, and improve the efficiency of capital plan management.
Comrade Lai Van Hoan, the Provincial Party Committee’s Member and Vice Chairman of the Provincial People's Committee, delivers a directive speech at the meeting.
In his concluding remarks, Vice Chairman Lai Van Hoan affirmed that the disbursement of public investment capital is a crucial political task, contributing to the province's economic growth. He noted that the overall disbursement progress across the province remains low and has not met expectations. Besides objective reasons, in some projects, the capacity of investors and contractors has not met requirements and needs to be reviewed and re-evaluated.
The Vice Chairman of the Provincial People's Committee requested the Investment and Construction Project Management Board No. 02 to urgently review and adjust the disbursement plan, develop a specific roadmap for each project, and ensure that the acceleration period is clearly defined to achieve the highest disbursement efficiency. Regarding project CT.08, he assigned the inter-agency working group to review and adjust the implementation schedule based on the proposals from the Board and the investor. In addition, it is necessary to clearly assign responsibilities and enhance the accountability of the project management board; closely follow the directives of the Provincial Party Committee and the Provincial People's Committee, and when work is completed, focus on disbursing funds immediately, avoiding any backlog. For procedural obstacles, proactively compile and report to the competent authorities for timely consideration and resolution.
He requested that relevant departments, agencies, and localities continue to strengthen coordination, monitoring, and guidance, proactively resolve difficulties, and accelerate construction progress, especially for key projects, with the determination and effort to complete the 2026 public investment disbursement plan according to the set targets. For projects in the investment preparation phase, the Project Management Board for Investment and Construction No. 02 needs to review and comprehensively assess the progress, ensuring the conditions for commencement in September 2026.
