The Provincial People's Committee hears reports on the progress and disbursement of public investment capital in 2025.
On the morning of December 24, Mr. Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired a meeting to hear reports from departments, agencies, and localities on the progress and disbursement of the public investment capital plan in 2025. The meeting saw the presence of Members of the Provincial Party Committee’s Standing Board, Vice Chairmen of the Provincial People's Committee, and leaders of relevant departments, agencies, and localities.
According to the report from the Department of Finance, the public investment capital plan in 2025 assigned to the province by the Prime Minister is 40,443.6 billion VND. To date, the entire province has allocated 40,438.8 billion VND in detail, reaching 99.9% of the plan. As of December 17, 2025, the total disbursed value reached VND 26,365.6 billion, equivalent to 65.2% of the plan assigned by the Prime Minister, seeing an increase of VND 2,315.1 billion compared to November 30, 2025.
Mr. Nguyen Le Huy, Standing Vice Chairman of the Provincial People's Committee, speaks at the meeting.
Mr. Lai Van Hoan, Vice Chairman of the Provincial People's Committee, speaks at the meeting.
Mr. Le Quang Hoa, Vice Chairman of the Provincial People's Committee, speaks at the meeting.
Mr. Nguyen Hung Nam, Vice Chairman of the Provincial People's Committee, speaks at the meeting.
Although the Provincial People's Committee has focused on directing and issuing documents to urge and require the acceleration of public investment capital disbursement; simultaneously, working groups were established to directly work on and inspect the projects to expedite and resolve difficulties and obstacles for each project, contributing to improving the disbursement rate. However, the results of implementation and disbursement of public investment capital in 2025 generally still did not meet the requirements and targets set in the plan. The main reason is that the capital plan in 2025 increased significantly compared to 2024 (a total of VND 40,300.7 billion, of which VND 31,720 billion comes from land use fees alone). The preparation for investment, design, approval, and contractor selection for some large projects was still prolonged; many projects faced difficulties in land clearance. Some resettlement areas were not implemented timely; the lengthy investment procedures slowed down the progress of land clearance.
In addition, the scarcity of construction materials and the volatile price fluctuations, sometimes exceeding the announced price by more than double, have created difficulties for contractors. Some projects have had to adjust their total investment and investment policies, affecting implementation progress and disbursement.
At the meeting, leaders of departments, sectors, and localities discussed and evaluated the results achieved, clarified the causes affecting disbursement progress; and proposed solutions to accelerate the disbursement of public investment capital in the remaining period of 2025.

Concluding the meeting, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized that the disbursement of public investment capital is a crucial political task and a top priority for socio-economic development. Therefore, he requested that departments, agencies, and localities frankly acknowledge their political responsibility, considering this as a benchmark for evaluating the leadership capacity and organizational implementation ability of each organization and individual.
In addition to the objective and subjective reasons mentioned, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee also pointed out several shortcomings directly affecting the progress of public investment capital disbursement, highlight the lack of clear identification of responsibilities of relevant organizations and individuals; unclear assignment of tasks; inadequate project planning, appraisal, monitoring, and supervision; and the failure to meet requirements in the contractor selection process for some projects, especially construction contractors; land clearance work is still lacking in decisiveness...
Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivers a directive speech at the meeting.
Regarding future tasks, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested all project investors to review and verify completed work to ensure timely payment to construction contractors; focus on carrying out land clearance plans, create conditions for communes to allocate funds according to the overall plan, and make payments and settlements according to the officially approved plan; based on the capacity of the winning contractor, consider proactively advancing capital in accordance with regulations.
Regarding specific tasks, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to urgently advise the Provincial People's Committee to issue a unified mechanism and policy to support compensation for land clearance. Communes and wards should focus on thoroughly reviewing and implementing land clearance plans, ensuring absolute agreement on the plan, preventing projects from being halted due to lack of land, and avoiding waste; at the same time, they should review and clearly identify the causes and reasons for obstacles in each project and proactively find solutions to resolve them completely.
Based on the requirements and socio-economic development goals of the province, the Provincial People's Committee will discuss and determine the list of new projects to be started in 2026, striving to complete them by January 2026 to report to the Provincial Party Committee’s Standing Board. necessary.
