The Provincial People's Committee hears a report on the situation of household waste treatment in the province.
On the morning of April 23, Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired a meeting of the Provincial People's Committee to hear a report of the Department of Agriculture and Environment on the situation of household waste generation, collection, and treatment; the progress of investment projects to build waste treatment facilities; the plan for zoning waste sources and the solutions for treating accumulated waste in the province.
Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, and delegates attend the meeting.
In the attendance were: Mr. Vu Kim Cu, Member of the Standing Board of the Provincial Party Committee and Head of the Provincial Economic Zone Management Board; Mr. Nguyen Hung Nam, the Provincial Party Committee’s Member and Vice Chairman of the Provincial People's Committee, along with leaders of relevant departments, agencies, localities, units, and businesses in the waste treatment sector.
According to the report of the Department of Agriculture and Environment, the total volume of household waste generated in the province is approximately 2,000 tons/day; the volume of waste collected and transported reached over 1,909 tons/day, accounting for 95.5%. The volume of waste processed at centralized waste treatment facilities is approximately 570 tons/day, reaching nearly 30%, including the Di Su treatment facility (48 tons/day), the Dai Dong treatment facility (192 tons/day), the Quynh Phu treatment facility (Thanh Dat Quynh Coi Company) (50 tons/day), and Hoa Binh High-Tech Joint Stock Company (160 tons/day). The remainder is processed in a decentralized manner at households, some small-scale incinerators in 43 communes, and the landfills, composting pits, and collection points. In addition, there are currently 461 landfill sites and waste collection points in the province with a total volume of approximately 1.68 million tons.

Provincial leaders and delegates attend the meeting.
Currently, the capacity of centralized waste treatment facilities in the province to process household waste is insufficient to handle the entire daily volume of generated waste. Meanwhile, most collection points, composting pits, and landfills in communes and villages are overloaded; many small-scale incinerators are dilapidated and damaged.
At the meeting, based on the analysis and suggestions of the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delegates focused on discussing and evaluating the current situation, clarifying difficulties and obstacles regarding processing infrastructure, mechanisms, policies, and investment resources; and proposing solutions for collecting, transporting, and processing household waste; selecting technologies and locations for planning waste treatment areas; zoning waste raw material sources for factories; and making solutions for handling the accumulated waste in the province.

In concluding the meeting, Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, instructed the Department of Agriculture and Environment to review and accurately update the total amount of waste generated in the province at the present time; preside over and coordinate with relevant agencies and units to research, evaluate, and forecast the population size until 2030, 2045, and 2050 as a basis for calculating the amount of waste generated in each period, thereby developing the scale and investment roadmap for waste treatment plants that are suitable and capable of expansion and capacity upgrades when it is necessary. To replicate successful models and innovative approaches to waste sorting at source, implementing them throughout the province to reduce the amount of waste requiring treatment and enhance waste reuse and recycling.

Comrade Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivers a directive speech.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee emphasized that the province should concentrate on planning only 3-5 locations for waste treatment plant investments, avoiding scattered and fragmented investments; these should be strategically located in the northern, central, and southern parts of the province. Based on this, the geographical area and waste volume of each region should be clearly defined to zone investment sites appropriately; and a map of waste treatment project zones should be urgently developed and integrated into the province's overall plan.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee assigned the Department of Finance to review waste treatment projects in the province. Specifically, for projects without investment policy approval, investors will be guided to shift to other sectors; for projects with investment policy approval but slow implementation or small scale, investors will be encouraged to study adjustments and redirects accordingly.
Regarding the waste treatment projects to be implemented in the near future, the province aims to build modern waste treatment complexes, applying waste-to-energy incineration technology, with a sufficiently large area to ensure the comprehensive treatment of various types of waste such as: household solid waste, industrial waste, construction waste, medical waste, sludge, etc. In this regard, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to take the lead, coordinate with relevant departments and agencies to finalize investment plans for waste treatment plant projects, and report to the Provincial People's Committee in May 2026 for consideration and decision on implementation, ensuring the effective treatment of daily generated waste; striving to completely eliminate all accumulated waste in the province by the end of 2027.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested communes and wards to strengthen inspection, supervision, and urging of the collection, transportation, and treatment of household waste in their areas. To timely detect and correct existing shortcomings and limitations, prevent the emergence of new problems; at the same time, linking waste management with urban beautification, new-style rural development, raising people's awareness of environmental hygiene, gradually forming a civilized lifestyle, contributing to building a green, clean, and beautiful urban and rural environment.
