The Provincial People's Committee hears a report on the implementation of component project 1.3 of the Ngoc Hoi Bridge and the approach road construction project.
On the afternoon of April 21, Mr. Lai Van Hoan, the Provincial Party Committee’s Member and Vice Chairman of the Provincial People's Committee, chaired a meeting of the Provincial People's Committee to hear a report of the Investment and Construction Project Management Board No. 01 on the implementation of component project 1.3: Compensation, support, and resettlement in Van Giang and Phung Cong communes, part of the Ngoc Hoi Bridge and approach road construction project. In the attendance were leaders of relevant departments, agencies, and localities.

According to the report, the component project 1.3 has a preliminary total investment of 175 billion VND, using central budget fund, implemented in the period of 2025-2028 with a length of approximately 2.4km through Van Giang and Phung Cong communes. The Investment and Construction Project Management Board No. 01, assigned as the investor, has completed the selection of consulting units, organized the demarcation of land for clearance, and handed over the land to the localities from the end of December 2025.

To date, land clearance work has been basically carried out by the localities. In Van Giang commune, nearly 10 hectares of land for transportation and irrigation through the Xuan Cau urban area have been handed over to serve construction. In Phung Cong commune, approximately 2.8 hectares of public land have been fully handed over to the investor. However, during the feasibility study process, due to the application of new compensation, support, and resettlement policies and unit prices effective from the beginning of 2026, the total investment for the project is expected to increase by approximately 74 billion VND compared to the initial plan. Currently, the project has not yet been approved by the competent authority for investment policy adjustment, thus it is not yet eligible for submission for approval.
At the meeting, delegates focused on discussing and clarifying the difficulties and obstacles in compensation, support, and resettlement; and simultaneously proposed solutions to overcome them, especially regarding updating and applying new policies, reviewing the total investment amount, and completing the investment policy adjustment dossier according to regulations.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Lai Van Hoan emphasized: Component Project 1.3 is of significant importance in the synchronous implementation of the Ngoc Hoi Bridge construction project and the approach road at both ends of the bridge, contributing to strengthening traffic connectivity between Hung Yen province and Hanoi city.
The Vice Chairman of the Provincial People's Committee requested that departments, localities, and the investor continue to strengthen coordination and accelerate the implementation progress; promptly report to the Provincial People's Committee and relevant agencies to resolve difficulties and obstacles that arise, ensuring the project is implemented on schedule.
