In the attendance were Mr. Pham Dong Thuy, member of the Standing Board of the Provincial Party Committee and Director of the Department of Education and Training; and leaders of provincial departments and agencies.
According to the report, the draft Plan for the Development of the Teaching Staff and Educational Management Staff for the period of 2025-2030, with a vision to 2045, aims to build a staff in the direction of "standardization - modernization - international integration," ensuring sufficient numbers, a balanced structure, and improved quality. The goal is to achieve 100% of teachers meeting the required training standards by 2030, with an increased percentage exceeding those standards; to train management staff in modern management skills and digital transformation; and gradually improve teachers' foreign language and information technology skills. The draft outlines such key solutions as: reviewing and planning the workforce; reforming recruitment and utilization; strengthening training and professional development; attracting and rewarding talent; improving the quality of assessment and evaluation; and promoting digital transformation.

Regarding the draft plan for upgrading the training standards of teachers in the period of 2026-2030, the goal is to ensure that 100% of preschool teachers achieve a college degree or higher; and 100% of primary and lower secondary school teachers achieve a bachelor's degree. It is projected that 599 teachers across the province will participate in the training to upgrade their qualifications, including 427 preschool teachers, 121 primary school teachers, and 51 lower secondary school teachers. In 2026 alone, it is expected that 405 teachers will participate in the training. The training will be conducted through assigned tasks or commissioned projects, ensuring that it does not affect teaching activities.
The draft plan requires transparency in the selection of participants; ensuring the provision of benefits and policies for teachers; and strengthening the inspection and supervision of training quality and the rational allocation of personnel to prevent teacher shortages.
At the meeting, delegates discussed and provided feedback on the objectives, targets, roadmap, implementation methods, and resources to ensure feasibility during implementation.
