The meeting saw the participation of Mr. Pham Dong Thuy, Member of the Standing Board of the Provincial Party Committee and Director of the Department of Education and Training, with leaders of relevant departments and agencies.
According to the report of the Department of Education and Training, the draft plan for reviewing and reorganizing the network of public service units in the field of education and training stipulates that the reorganization must ensure a streamlined structure without reducing access to education for learners; while also being consistent with population development planning, geographical conditions, and the requirements for improving school management efficiency.

The delegates attend the meeting.
According to the proposed plan, Hung Yen province will form a model of multi-campus schools and multi-level schools suitable to the actual conditions of each locality. It is expected that by 2030, after reorganization, the number of public educational institutions in the province will decrease by approximately 467 schools, corresponding to a reduction of about 40% in management units, aiming to build a synchronized, modern education network that efficiently utilizes investment resources.
Regarding the draft plan for innovation, development, and improvement of the effectiveness of the education and training system, the Department of Education and Training stated that the plan was developed in the context of education continuing to be identified as a top national priority, playing a key driving role in human resource development and enhancing the competitiveness of the locality. Following the administrative unit merger, the scale of the province's education system has rapidly increased in terms of the number of institutions, students, and management scope, necessitating comprehensive restructuring, standardization, and modernization.
Currently, the province has 498 preschools with approximately 152,000 children; 720 general education institutions with approximately 577,000 students; 18 vocational education and continuing education centers; 48 vocational training institutions; and 7 higher education institutions. The number of administrators, teachers, and staff is approximately 42,000 persons. However, the education sector is still facing many difficulties, such as a shortage of approximately 3,752 teachers, concentrated at the preschool and primary school levels and in some subjects; uneven infrastructure across regions; and limitations in vocational education and digital transformation.

In his concluding remarks, Mr. Pham Van Nghiem, the Provincial Party Committee’s Member and Vice Chairman of the Provincial People's Committee, emphasized that the reform and restructuring of the education network must place educational quality as the central goal; it ensures suitability to the practical conditions of the province after the merger, while simultaneously creating a foundation for building a modern and effective education system that meets the requirements of socio-economic development in the new period.
The Vice Chairman of the Provincial People's Committee requested the Department of Education and Training to fully incorporate all opinions, review and unify the content to integrate it into a comprehensive plan, and develop a specific implementation plan. The Department of Education and Training leads the establishment of working groups to review the current state of the school network and the physical infrastructure at educational institutions to develop a suitable and effective investment roadmap.
He requested that the plan adhere closely to the directives from the Central Government and the Ministry of Education and Training; clearly define the criteria as a basis for proposing a plan for rearranging the school network. It prioritizes to rearrange schools of the same level, allocate a reasonable number of high schools to reduce enrollment pressure; and carefully study the plan for organizing vocational education and continuing education centers to ensure they meet practical needs and the province's long-term development orientation.
