The Provincial People's Committee gives opinions on important issues.

On the morning of May 27, Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired a meeting to hear reports from the Department of Agriculture and Environment on the following topics: the plan for sustainable poverty reduction in 2026; the list of projects for centralized clean water supply; and the plan for planning and investing in waste treatment projects in the province. In the attendance were members of the Provincial Party Committee’s Standing Board, leaders of the Provincial People's Committee, and leaders of relevant departments and agencies.

Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chairs the meeting.

According to the report, by the end of 2025, in the province there were 10,335 poor households, accounting for 0.99%; of which 7,725 poor households were unable to work. The draft Sustainable Poverty Reduction Plan in 2026 aims to eliminate poverty according to the multidimensional poverty standard by the end of 2026; ensuring the full and timely implementation of poverty reduction support policies, improving the quality of life and access to basic social services for the people.

Regarding the clean water sector, as of May 2026, the entire province has had 121 clean water supply projects and pipeline networks serving according to the plan; of which 46 projects are in the former Hung Yen province, and 75 projects are in the former Thai Binh province, managed and operated by 69 units. The rate of connection to clean water supply is approximately 70%, equivalent to more than 826,000 households; the coverage rate of water supply pipelines is approximately 96%. Many water supply projects are continuing to be invested in and expanded to meet the needs of population growth, urbanization, and industrial zones in the province.

Regarding household waste management, the total amount of waste generated in the province is currently approximately 1,977 tons/day, with a collection rate of about 98%. Based on the projected waste volume for the periods 2030, 2035, and 2050, the Department of Agriculture and Environment proposes the planning for three centralized waste treatment areas in the province; simultaneously, developing a plan for zoning, collection, transportation, and treatment to ensure investment efficiency, reduce operating costs, and meet long-term environmental protection requirements.

At the meeting, delegates focused on discussing and analyzing the current situation, assessing the feasibility of the options; and proposing solutions for implementation in a synchronized, effective manner, consistent with the province's development requirements in the new phase.

Mr. Vu Kim Cu, Head of the Provincial Economic Zone and Industrial Parks Management Board, speaks at the meeting.

Concluding the meeting, Comrade Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized that the implementation of tasks related to poverty reduction, clean water supply, and waste treatment must be carried out with a long-term development mindset, in line with the orientation of building the province into a centrally-run city.

Comrade Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, gives directives at the meeting.

Comrade Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, requested that departments, agencies, and localities focus on implementing tasks for each field. Specifically, the Department of Agriculture and Environment was tasked with coordinating with other departments, agencies, and localities to review and standardize accurate data on poor households in the province. Based on this, poor households unable to work will be included in the social welfare program. The remaining households will continue to be reviewed to categorize them into appropriate solutions such as supporting credit loans, developing vocational education, creating sustainable jobs, and diversifying livelihoods so that these households can be removed from the list of poor households as soon as possible. He requested the Provincial Fatherland Front Committee to coordinate with relevant departments and agencies to review the data to agree on a plan for new construction and repairs, and then propose the allocation of funds and call for social mobilization; the Department of Agriculture and Environment should review the land use origins of poor households and propose a comprehensive and thorough solution.

Regarding the clean water sector, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Nguyen Manh Quyen, requested relevant departments and agencies to review and advise on the implementation of a roadmap to reduce small, scattered water supply points and focus on building large-scale centralized water supply areas, based on rational and scientific zoning according to capacity and usage needs. He instructed the Department of Agriculture and Environment to develop and implement a roadmap for phasing out 27 water treatment plants currently exploiting groundwater; to coordinate with the Department of Construction to review locations, replan land use functions, and implement appropriate conversions, striving to complete this before 2030. He requested relevant units to strengthen strict control over clean water quality, ensure stable water supply, and aim for the entire province to achieve urban clean water standards.

Regarding waste management, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee agreed on the principle of dividing the area into three waste treatment zones; assigning relevant departments, agencies, and localities to continue reviewing and updating the area and zones for waste treatment to ensure the shortest transportation distance from waste collection points to treatment areas, thereby reducing transportation costs, while fully integrating all six waste groups to ensure comprehensive treatment. He requested relevant departments and agencies to work with investment enterprises, encouraging them to research the conversion of objectives for small-scale projects that are not yet suitable; to organize the synchronized planning of waste collection and transfer points throughout the province, and to develop norms and unit prices for waste collection and transportation, as a basis for organizing bidding for waste collection and transportation services.
