The Provincial People's Committee gives opinions on important issues.

On the morning of January 23, Mr. Nguyen Hung Nam, the Provincial Party Committee’s Member and Vice Chairman of the Provincial People's Committee, chaired a meeting of the Provincial People's Committee to listen to and give opinions on several important issues. In the attendance were leaders from relevant departments and agencies.

The delegates attend the meeting.

At the meeting, the delegates focused their discussion on the proposals from the Department of Agriculture and Environment regarding the allocation of land quotas until 2030 for 104 communes and wards in the province; and the proposals for land areas to implement pilot projects according to Resolution No. 171/2024/QH15 dated November 30, 2024, of the National Assembly. The allocation of land use quotas is carried out based on the Government's regulations in Resolution No. 66.3/2025/NQ-CP, Decree No. 151/2025/ND-CP, and the Provincial Master Plan for the period of 2021-2030, with a vision to 2050.

In addition, the allocation of land quotas to commune-level administrative units after reorganization aims to ensure the legal basis for the implementation of state management of land in the province. Land use quotas are allocated based on the principle of inheriting and combining quotas already allocated to communes and wards before reorganization. For administrative units undergoing partial land allocation, the allocation plan should be implemented by separating and adjusting the allocation targets accordingly. The allocation plan must ensure compliance with the revised and supplemented Provincial Master Plan after the reorganization of provincial and commune-level administrative units, eliminating the district level; and simultaneously facilitate the implementation of socio-economic development tasks in the current period.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Hung Nam emphasized that the allocation of land targets must comply with legal regulations, be practical, and meet both immediate and long-term development requirements. Based on the proposals from various departments and agencies, the Department of Agriculture and Environment will study and incorporate the feedback to finalize reports and plans related to the allocation of land targets until 2030 for 104 communes and wards in the province for submission to the Provincial People's Committee for consideration and approval.

The Vice Chairman of the Provincial People's Committee emphasized that the principle of allocation should be based on the general targets in the revised Provincial Master Plan as the foundation for implementation; at the same time, attention should be paid to allocating land targets to localities with key projects passing through their areas.

He also requested that departments, agencies, and localities coordinate closely in organizing the implementation, management, and effective and purposeful use of land until the revised Provincial Master Plan is approved by the competent authority.
