Member of the Provincial Party Committee’s Standing Board delivers remarks at the meeting.

Speaking at the meeting, Mr. Pham Quang Ngoc, Member of the Party Central Committee and Secretary of the Provincial Party Committee, expressed general agreement with the contents presented; advisory and assisting bodies are required to seriously and fully incorporate the opinions of the Provincial Party Committee’s Standing Board and to urgently review and finalize the draft reports, ensuring content rigor, compliance with the Party regulations and State laws, and alignment with the province's practical situation. The Provincial Party Secretary provided specific guidance on each set of issues. Regarding the report of the Provincial Party Committee's Inspection Commission, the Secretary emphasized that the province is currently conducting oversight on three critical matters; therefore, the oversight teams must operate in a practical and effective manner. During the oversight process, the teams must not rely solely on records and reports but must engage directly with the subjects to assess implementation progress, identifying what has been completed and what obstacles remain, thereby providing a substantive evaluation to inform future leadership and direction.

Regarding the matters reported by the Party Committee of the Provincial People's Committee, the Provincial Party Secretary concluded as follows: Concerning the policy to designate areas exempt from the auction of mineral exploitation rights, the Provincial Party Committee’s Standing Board concurred with the proposal and directed the Provincial People's Committee to instruct relevant agencies and units to carry out subsequent steps in accordance with the law, thereby meeting the province's demand for construction materials. Regarding the policy to allocate local budget funds for component projects of the Ring Road No. 5 (Hanoi Capital Region) project, specifically the section passing through Hung Yen province, the Provincial Party Secretary affirmed that this is a shared political task requiring coordination and responsibility-sharing between central and local authorities. Consequently, the Provincial Party Committee’s Standing Board agreed with the Provincial People's Committee's proposal to proactively participate and allocate resources for the project's implementation; the Committee directed the Provincial People's Committee to coordinate closely with ministries and central sectors during the processes of route alignment, proposal formulation, project owner designation, and project planning. Furthermore, careful study is required to ensure that the route section passing through Hung Yen maximizes investment efficiency and creates new momentum for the province's socio-economic development.

Regarding the adjustment of the investment policy for the project to construct a route connecting cultural heritage sites, tourism areas, and economic development zones along the Red River, the Provincial Party Secretary noted that the province had previously studied and carried out preparatory steps for this route. The Provincial Party Committee’s Standing Board concurred with the proposal and directed the Provincial People's Committee to instruct specialized agencies to thoroughly review the route alignment, scale, connection points, and investment plan. This review aims to ensure synchronization and maximize the effectiveness of the entire route, while simultaneously creating additional space for the province's urban, service, tourism, and economic development. Regarding the results and the handling of projects and works that are behind schedule, stalled, or prolonged, the Provincial Party Committee’s Standing Board is in strong agreement with the policy of conducting a comprehensive and systematic review and assessment.
