The Prime Minister criticized a number of ministries, branches and localities for slow disbursement of investment capital and necessity to review and evaluate the responsibility of the heads. Ministries, branches and localities need to assess the causes and bottlenecks; responsibility in direction and management; at the same time, draw lessons in leadership and direction of implementation...

According to the report of the Ministry of Finance, the total public investment capital in 2025 was approved by the National Assembly at more than 829 trillion VND, and the Prime Minister assigned 100% of the capital plan for 2025. By the end of April, ministries, central and local agencies have allocated and assigned detailed capital investment plans for the list of tasks and projects of nearly 818 trillion VND, reaching 99% of the plan. By April 30, the disbursed capital was more than 128 trillion VND, reaching more than 15.5% of the plan assigned by the Prime Minister.

To accelerate the disbursement of public investment capital, the province focuses on performing such a number of solutions as: Requiring project investors to accelerate the completion of procedures for establishing, submitting for appraisal, and deciding on investment in projects. Agencies and units focus on removing difficulties and obstacles to accelerate the progress of site clearance to serve project implementation. Departments, branches, sectors, People's Committees of districts, town, city, and project investors develop monthly and quarterly disbursement plans for each project.

Concluding the conference, Prime Minister Pham Minh Chinh requested ministries, sectors, and localities to continue to uphold their sense of responsibility, focus on overcoming difficulties and obstacles, effectively perform the task of disbursing public investment capital, and complete 100% of the disbursement of public investment capital in 2025 according to the requirements and directions of the Government and the Prime Minister.

During the period of rearranging and reorganizing administrative units at all levels and building a two-level government organization model, ministries, central and local agencies must resolutely direct and organize implementation, ensuring that there are no breaks or interruptions in the performance and disbursement of public investment capital; speed up the progress of compensation and site clearance for projects; focus on removing difficulties and obstacles related to land and resources; strengthen supervision of compliance with regulations in the management and disbursement of public investment capital; effectively carry out tasks and solutions to reduce and simplify administrative procedures; select contractors with good capacity; organize preliminary and final reviews of implementation.

In removing difficulties and obstacles, agencies, units and heads need to promptly, flexibly and effectively conduct; promote a sense of responsibility in organizing, inspecting, supervising and urging; leadership and direction must be focused on, not spread out, with focus and key points; land clearance requires the participation of entire political system, creatively and flexibly apply regulations to the reality of units and localities; promptly issue technical standards; improve investment preparation steps; simplify procedures related to projects using ODA capital.

Government working groups continue to step up inspection and supervision of land clearance, project progress, and public investment disbursement progress at ministries, branches, and localities; proactively prevent and combat corruption and negativity.
