The progress of the implementation of the Ring Road No. 4 - Hanoi Capital Region Investment Project reviewed

According to the report at the conference, the Project has a total length of 112.8km, passing through Hanoi and the provinces of Hung Yen and Bac Ninh. The Project is implemented in seven component projects, operating independently, including: 3 component projects to implement compensation and resettlement support in each province and city (the component projects 1.1, 1.2 and 1.3); 3 component projects to invest in the construction of parallel roads in each province and city (the component projects 2.1, 2.2 and 2.3) and component project 3 to invest in the construction of the expressway system.

To date, Hanoi has approved and recovered 786.2 hectares of land, reaching 98.44%; 10,281 graves have been relocated, reaching 99.36%; 776.82 hectares of land have been received, equivalent to 48.35km, reaching 91.7%. For high-voltage power relocation, 4/16 intersections have been completed, 37/39 pole foundation locations have been handed over, and 33/39 high-voltage pole foundations have been completed. The construction output of component project 2.1 has reached 43.04% of the contract value and 100% of the 2024 plan.

In Hung Yen province, the clearance of agricultural land, public land, and business land has been basically completed. To date, Hung Yen province has reclaimed and handed over 215 hectares of land, reaching 95.1%; 4,193 graves have been relocated, reaching 99.5%. The construction of 29/33 pole foundations to serve the relocation of the 110kV, 220kV, 500kV power system is being carried out. The construction output of component project 2.2 reached 28% of the contract value and 97.11% compared to the approved progress.

In Bac Ninh province, the plan has been approved and 363.84 hectares of land has been recovered, reaching 97.28%; basically completing the relocation of graves. A total of 37 positions of 110kV, 220kV, 500kV high-voltage poles have been moved and 18/32 pole foundation positions have been completed and handed over. The construction output of component project 2.3 reached 13.6% of the planned value.

Regarding the disbursement and payment situation, for Hanoi city, the capital plan has arranged more than 14 trillion VND, of which 71.81% has been disbursed. For Hung Yen province, the capital plan has allocated more than 5.2 trillion VND, of which 56.69% has been disbursed. For Bac Ninh province, the capital plan has allocated more than 3.6 trillion VND, of which 60.97% has been disbursed.

At the conference, delegates focused on discussing solutions to speed up the project progress.

Speaking at the conference, Hung Yen Provincial Party Secretary Nguyen Huu Nghia said that Hung Yen province is making efforts to perform solutions to speed up the project progress and has achieved a lot of important results. The Provincial Party Secretary Nguyen Huu Nghia emphasized: Hung Yen province is carrying out the project according to the specific procedures and mechanisms approved by the National Assembly in Resolution No. 56/2022/QH15 dated June 16, 2022, basically meeting the required progress. The Provincial Party Secretary Nguyen Huu Nghia requested the Steering Committee to report to competent authorities to adjust the budget for component project 1.2 in Hung Yen province by about 600 billion VND. At the same time, the Steering Committee, based on the opinions and recommendations of localities on difficulties and obstacles in the process of project, reported to the Government and ministries and branches to make a solution as soon as possible...

Concluding the conference, Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the Hanoi Party Committee, Head of the Steering Committee acknowledged the efforts and flexibility of localities, the participation in removing difficulties and obstacles, and the support and guidance of ministries and branches in implementing the project. However, the implementation process still has difficulties and obstacles that affect the progress of the project. Comrade Secretary of the Hanoi Party Committee Bui Thi Minh Hoai emphasized: The investment project to build the Ring Road No. 4 - Hanoi Capital Region is a national key project, of great significance for regional connectivity and promoting socio-economic development. Therefore, localities focus on overcoming difficulties and obstacles to ensure the progress of project implementation according to the direction of the National Assembly, the Government and the Prime Minister. Regarding the proposals and recommendations of localities, the Steering Committee will synthesize reports and propose to the National Assembly, the Government and ministries and branches to resolve them as soon as possible. In the coming time, localities need to mobilize the combined strength of the entire political system to simultaneously perform tasks to shorten the time to carry out the work, especially removing difficulties and obstacles, speeding up the progress of site clearance, etc.
