The 2025 Prime Minister's Dialogue with Vietnamese Farmers Conference, themed "Application of Science and Technology, Innovation and Digital Transformation in Farmers," aims to concretize the implementation of Resolution No. 57-NQ/TW of the Politburo on the breakthroughs in the development of science and technology, innovation and digital transformation of the nation, and Resolution No. 68-NQ/TW on the development of the private economy in the new situation.

The conference was held in an open format, with over 5,000 opinions, proposals, and recommendations from farmers, businesses, and cooperatives submitted to the Government and the Prime Minister prior to this dialogue conference. Regarding the market and consumption of agricultural products, farmers in the Mekong Delta and Central Highlands provinces highlighted the problems of bumper harvests leading to price drops, high logistics costs, and a lack of advanced processing facilities. Some products, despite their good quality, struggle to meet technical standards for export to high-end markets. Many cooperatives requested government support in building stable supply chains; expanding the traceability system; and improving the national standards framework to give Vietnamese agricultural products a stronger position in the international market.

Regarding credit and capital for production, delegates shared that the access to preferential loans remains difficult due to a lack of collateral and lengthy appraisal processes. Some farmers expressed a desire for more small credit packages with flexible procedures, specifically for organic farming, circular agriculture, and green and clean production models.

Regarding digital transformation in agriculture, farmers in the northern mountainous provinces stated that the application of technology in production was still limited. Many households still lack access to digital platforms, e-commerce, or product traceability applications. Some localities expect support in training digital human resources and investing in telecommunications and information technology infrastructure in remote areas.

Regarding the impact of climate change, coastal provinces reported continuous damage caused by saltwater intrusion, rising sea levels, strong storms, and tidal surges. Farmers requested increased investment in sea dikes, regulating reservoirs, and irrigation systems to combat drought; they also requested the Government to expand agricultural insurance policies.

Based on the suggestions and proposals, the Prime Minister and leaders of ministries and sectors listened, exchanged views, discussed, and answered the questions raised by farmers to resolve difficulties and obstacles; and proposed mechanisms and policies to address them.

In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged the important contributions of farmers to socio-economic development. At the same time, he emphasized that the Party and State always consider farmers as the main actors in agriculture and rural areas. All policies must stem from the legitimate needs and interests of the people.

The Prime Minister requested ministries, sectors, and localities to focus on effectively performing six groups of tasks, including continuing to improve mechanisms and policies to open up markets; promoting negotiations to open up markets; developing agricultural logistics, deep processing centers, and modern preservation facilities. To promote digital transformation associated with land, plant, and animal databases; support farmers in accessing digital platforms; develop e-commerce for agricultural products. To strengthen research and application of science and technology; boost smart seed and irrigation technologies, mechanization, and automation. To improve credit policy; expand preferential credit packages for green agriculture; create conditions for cooperatives to access capital more easily. To develop the rural economy in conjunction with building advanced new-style rural areas and OCOP (One Commune One Product). To boost ecological economic models, traditional crafts, and rural services. To proactively respond to climate change; complete disaster prevention and control projects; and strongly develope agricultural insurance.

The Prime Minister affirmed that the 2025 dialogue continues to highlight the role of farmers in national development; demonstrating the spirit of a "constructive and proactive government," listening to understand, and accompanying for development. The government will continue to support and create the most favorable environment for farmers to develop production, increase income, and contribute to the industrialization and modernization of agriculture and rural areas.
