At the meeting, Secretary of the Provincial Party Committee Nguyen Huu Nghia reported to the Politburo on the preparations for the Congress, draft documents, personnel plans for the Provincial Party Executive Committee, and reports on receiving and explaining comments from central departments, ministries and branches. The Secretary of the Provincial Party Committee affirmed: The draft political report of Hung Yen province was carried out meticulously, seriously, thoroughly, with a tight structure, ensuring compliance with the Central Committee's instructions and absorbing the Party and State's viewpoints and policies on innovation. The theme of the Congress was determined to be: "Solidarity, unity, determination to build a clean and strong Party Committee and political system; self-confidence, self-reliance, creating breakthroughs for the rapid and sustainable development of Hung Yen province in the direction of modern industry, wealth, prosperity, civilization and happiness".

In the 2020 - 2025 term, despite facing many difficulties and challenges, the Party Committee, authorities and people of Hung Yen and Thai Binh provinces before the merger have proactively and creatively conducted political tasks synchronously and comprehensively. Thereby achieving a lot of impressive breakthrough results, raising the position, power and overall strength of the province.

He affirmed that the merger of Hung Yen and Thai Binh provinces is a strategic, mutually complementary combination, opening up more potential and advantages, Hung Yen aims to become a province with fast and sustainable development following the green transformation trend by 2030; society develops in harmony with nature; cultural identity is preserved and promoted. To synchronously create basic foundational elements of a modern industry, civilized urban areas and a strong marine economy. To improve capacity, science and technology level, innovation and comprehensive digital transformation in all fields. To achieve the goal of achieving “zero” net emissions.

By 2035, Hung Yen will be a modern industrial province, meeting the criteria of a class-I urban area. By 2045, Hung Yen will be a smart, ecological city directly under the Central Government; have a modern industry that is among the leading in the country; become a strong marine economic center in the North.

To achieve these strategic goals, the draft sets out 9 economic development targets, 15 social development targets, 7 environmental protection targets, and groups of targets on national defense, security, order, social safety, and Party building and the political system. The draft also sets out 6 key tasks and 3 strategic breakthroughs.

After listening to the opinions of the Politburo members and the Central Party Secretariat, concluding the working session, State President Luong Cuong acknowledged and highly appreciated the seriousness, responsibility, diligence and methodical work in preparing for the 1st Hung Yen Provincial Party Congress, term 2025-2030. The Congress documents reflected the province's high aspirations, and he suggested that it is necessary to review more carefully the new characteristics and situations to supplement the draft political report. It is necessary to focus on leading and directing the review, adjustment and supplementation of the Provincial Master Plan on the basis of closely following the National Master Plan. To focus on reviewing the targets, ensuring feasibility, boosting the potential and strengths of the province. To successfully implement the Congress Resolution, it is necessary to promote Party building and rectification, tighten discipline, innovate leadership methods, improve the leadership capacity and fighting strength of grassroots Party organizations. To focus on perfecting and effectively operating the 2-tier local government model in the spirit of being lean, compact, strong, effective, efficient, close to the people. It is especially necessary to pay attention to leading and directing the construction and ensuring socio-political stability, maintaining a favorable environment, and strengthening national solidarity. It is necessary to ensure resources to carry out the action program to implement the Resolution of the Congress. Agreeing with the personnel plan of the Party Executive Committee, the Provincial Party Committee’s Standing Board, and the Provincial Party Committee’s Inspection Commission, President Luong Cuong concluded that Hung Yen province is qualified to organize the 1st Provincial Party Congress for the 2025-2030 term.
