In his opening speech, Chairman of the Provincial People's Council Tran Quoc Toan emphasized: This 27th Session - a session of extremely special historical significance, not only for the development of Hung Yen province in the current period, but also has a strategic impact on the long-term future of the entire Red River Delta and the country. In this session there are a lot of important contents, including two major issues, of strategic turning point nature for the sustainable and comprehensive development of Hung Yen province in the new period: Firstly, the session will consider, give opinions and approve the policy of arrangement of the commune-level administrative units in Hung Yen province. This is a content of strong reform in the organization of the government apparatus, aiming to concretize the Resolutions of the Party Central Committee, the Politburo, the Secretariat, the National Assembly and the Government on the arrangement of grassroots administrative units, aiming at the goal of building a streamlined, effective, efficient, and closer-to-the-people government apparatus when there is no longer a district-level government organization. Secondly, the session will discuss and approve the policy of arrangement of Hung Yen and Thai Binh provinces to establish the new Hung Yen province. This is a historic step, requiring strategic vision and high political determination, aiming to build a new administrative-economic entity with a larger scale, higher competitiveness and a more prominent role in the central development axis of the Northern Delta region. The arrangement of the two provinces is not only an administrative solution, but also a great opportunity to connect development, exploit more effectively the resources, labor, market and political-social systems of the two provinces. This is a breakthrough step to realize the long-term vision of the Party and State on organizing development space in an effective, sustainable and harmonious direction.
In addition to the two key contents mentioned above, at this Session, the Provincial People's Council will also consider and approve a number of other important contents related to finance, public investment plans and land management in the province. In light of the key contents and historical and especially important significance of this Session, the delegates of the Provincial People's Council were requested to uphold their sense of responsibility to voters and people in the province, promote their intelligence, political capacity, spirit of innovation and action for the common interests of the province; spend time carefully studying the submissions, draft resolutions, reports and related documents; discuss democratically, frankly, objectively, in a spirit of construction and high consensus.
