The Party Committee and the Provincial People's Committee listen to and comment on a number of important contents

At the meeting, delegates discussed and commented on the contents presented by the Department of Finance, including: the draft Minutes of Cooperation between the Standing Board of the Hung Yen Provincial Party Committee and Hai Phong City on socio-economic development; the submission on authorizing the Chairman of the People's Committee at the commune level to decide on the exemption and reduction of land use fees for people with meritorious services to the revolution and relatives of martyrs; the submission requesting the Provincial People's Council to issue a Resolution regulating the compensation regime for those who perform the task of receiving citizens, handling complaints, denunciations, petitions, and reflections; the report on the request for approval of the project in the province.

Concluding this group of contents, the Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee gave specific comments on each content of the draft Minutes of Cooperation with Hai Phong City; at the same time, requested the departments and branches to fully absorb the participating opinions, continue to perfect the draft Minutes of Cooperation, ensuring the principle of close coordination and effective implementation.

He agreed on the policy of authorizing the Chairman of the People's Committee at the commune level to decide on the exemption and reduction of land use fees for people with meritorious services to the revolution, relatives of martyrs, and requested the presiding agency to strengthen inspection, supervision, and evaluation of the implementation results of authorization work.

Regarding the previous policy system between Hung Yen and Thai Binh, including the regulations on compensation for people in charge of receiving citizens, handling complaints, denunciations, petitions and reflections, he assigned the Directors of relevant departments and branches, based on their functions and tasks, to preside over the review of all policies and directives issued by the two localities, send them to the Provincial People's Committee’s Office for synthesis, report to the Standing members of the Provincial People's Council for unification, and issue new policies in the direction of choosing to apply the highest policy level of one of the two localities previously issued and ensuring consistency, compliance with regulations and suitability to practice.

Agreeing on the policy of receiving and adjusting investment policies for a number of projects in the province according to the proposal of the Department of Construction, the Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee requested the Department of Finance to coordinate with departments and branches to improve the quality of appraisal, ensuring effectiveness, not negatively impacting or affecting the planning of other projects.

Also at the meeting, delegates discussed and gave opinions on the contents reported by the Department of Construction: the proposal to sponsor funding for the establishment of a 1/500 detailed planning for the Bac Thai Ninh commune area proposed by Hoang Oanh Group Joint Stock Company; a report on the support mechanism for the implementation of the social housing construction investment project; the report on the progress of negotiations and signing of contracts with the winning investor of the Quynh Phu district golf course project (now Ngoc Lam commune, Hung Yen province).

Concluding this group of contents, the Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee assigned the Department of Construction to preside over and coordinate with the Department of Finance to continue studying the policy of receiving funding for planning products in the coming time, including considering the possibility of receiving zoning and general planning products, not receiving them for a specific project.

Regarding the mechanism to support the development of social housing, he requested the Department of Construction to carefully calculate and comprehensively evaluate the superiority, ensure that it is suitable for actual needs, has a clear impact on economic development and social security; at the same time it is really attractive to people who want to buy a house.

Unifying a number of important tasks to be implemented in the coming time, the Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee requested departments and branches to closely follow the growth scenario, correctly assess the economic situation, and strive to achieve the growth target of 10 - 10.5% in 2025; strengthen budget collection solutions, assign the Department of Finance to preside over monitoring, directing, and synthesizing land use fee collection at projects; at the same time, promote disbursement of public investment capital. Along with that, carefully prepare the contents to be presented at the regular meeting at the end of 2025 of the Provincial People's Council; continue to effectively carry out digital transformation and develop land data. Regarding the work of receiving citizens, handling complaints and denunciations, he requested to focus on thoroughly handling complicated and prolonged cases, ensuring compliance with regulations.

In addition to the above contents, the meeting also reviewed, commented and agreed on a number of other important contents.
