The online conference of the Government with localities
On the afternoon of July 3, Comrade Pham Minh Chinh, Politburo member, Prime Minister chaired the regular meeting in June 2025 and the online conference of the Government with localities. The conference was connected online from the Government Office’s bridge point to the bridge points of 34 provinces, cities and 3,300 communes, wards and special zones across the country.

At the bridge point of the Provincial People's Council - Provincial People's Committee’s Headquarters, the conference drew the attendance of comrades: Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Board of the Provincial Party Committee, leaders of the Provincial People's Committee; leaders of relevant departments, branches and units.
In the first 6 months of 2025, the Government, the Prime Minister, all levels, sectors and localities have made efforts and focused on synchronously, effectively and focusedly implementing tasks and solutions according to the development requirements and handling arising issues, striving for the highest growth target associated with macroeconomic stability, inflation control, ensuring major balances; rearranging the organizational apparatus to ensure smooth, continuous and effective operation; developing the economy in harmony with socio-cultural development, protecting the environment, improving people's lives, fully and promptly performing social security policies; at the same time boosting international economic integration associated with improving the internal capacity of the economy...
According to the report of the Ministry of Finance, GDP growth in the first 6 months reached 7.31%; the average CPI increased by 3.27% compared to the same period last year; total state budget revenue reached 1,332.3 trillion VND, equal to 67.7% of the annual estimate and up 28.3% over the same period last year; the Foreign Direct Investment (FDI) implemented in Vietnam is estimated at 11.72 billion USD, up 8.1% over the same period last year and reaching the highest level of six months in the past 5 years. Total registered capital added to the economy in the past 6 months reached 2.8 million billion VND, up 89.03%.
The focus is placed on the cultural - social and social security sectors. The policy credit program to support loans is promoted with 1.3 million subjects accessing loans. The whole country has supported nearly 263,000 temporary and dilapidated houses, reaching 94.7% of the plan. The 2025 National High School Exam is organized safely and seriously.

At the conference, delegates from ministries, branches and localities focused on discussing and assessing the socio-economic situation in June, the second quarter and the first 6 months of 2025; the situation of allocation and disbursement of public investment capital; the implementation of national target programs; the direction and administration of the Government and the Prime Minister, the results of the implementation of assigned tasks, administrative procedure reform; the key tasks and solutions in July 2025 and in the coming time.
Concluding the conference, Prime Minister Pham Minh Chinh emphasized eight particularly important results achieved under the strong leadership and direction of the Central Government, the synchronous participation and responsibility of all levels, branches and localities in the first 6 months of 2025. In particular, the rapid and successful implementation of the revolution to streamline the apparatus and organization of 2-tier local governments; promote economic growth of 8% or more in 2025 and create momentum, force, and potential for double-digit growth in the coming years; prepare and serve the historic 9th Session of the 15th National Assembly; carefully and successfully organize a series of major national commemorative events and advance the progress of the movement to eliminate temporary and dilapidated houses nationwide.
Based on the achievements, striving to complete the targets and tasks in the last months of 2025, the Prime Minister requested ministries, branches, and localities to focus on and accelerate the mobilization of total social investment in 2025 to achieve a growth rate of about 11% - 12% compared to 2024, striving to achieve a national growth rate of 8% or more. To focus on disbursing public investment capital to achieve 100% of the plan assigned before December 31, 2025. Localities mobilize all their forces and are determined to strive to complete the Project to eliminate temporary and dilapidated houses for people with revolutionary contributions before July 27 and the Project to eliminate temporary and dilapidated houses nationwide by August 31, exceeding the plan of 100,000 social housing units by 2025...
Along with the synchronous and stable operation of the two-tier local government organization, ministries and branches urgently issue documents guiding the implementation of laws and resolutions of the National Assembly that have just been issued; at the same time, coordinate with provinces and cities to monitor and grasp the activities of the two-tier local government; at the same time, decentralize, delegate power, promptly guide and completely remove local obstacles, ensure synchronization and connectivity in handling administrative procedures, digital transformation, improve the investment and business environment, etc.
Prime Minister Pham Minh Chinh also requested ministries, branches and localities to focus on the fields of culture - society, environmental protection, strengthen natural disaster prevention and control, and respond to climate change. In particular, prepare and organize well the activities of War Invalids and Martyrs Day on July 27; prepare conditions for organizing activities to celebrate the 80th anniversary of the August Revolution and National Day on September 2. To strengthen and enhance national defense and security, maintain social order and safety, create a safe and secure environment to serve socio-economic development tasks.
