On 01/01/2024, the Prime Minister issued the Official Telegram No. 01/CD-TTg to continue promoting the highest sense of responsibility, speeding up investment and construction progress of transport infrastructure projects and works. .
According to the Official Telegram, the Prime Minister requested as follows:
- Investors, Project Management Boards, construction contractors, consulting contractors:
+ To continue to further promote the spirit of "fighting the sun, winning the rain", "not losing to the pandemic", "eating quickly, sleeping quickly" construction of "3 shifts, 4 crews", working through holidays and Tet holiday, especially during the Giap Thin Lunar New Year and the dry season of 2024, take on more responsibility to speed up construction progress, improve the quality of works and projects, and strive to complete them ahead of schedule.
+ In all cases of difficulties, obstacles, all levels, sectors, and forces participating in implementing projects and works need to work together, "only talk forward, not backward", and with the highest determination, proactive, creative, dare to think, dare to do to overcome all challenges and bring the project to its destination.
+ To improve project quality in each stage; make effort, innovation and creativity right from the stage of design ideas so that works and projects not only have the best quality but also express the unique cultural features and historical values of the region, area, place name.
- The most relevant Ministers, especially the Minister of Transport and Chairmen of the People's Committees of provinces and centrally-run cities with transport infrastructure projects that are being invested and built:
+ To continue to drastically and effectively implement the directions of the State Steering Committee on national key transport projects and Government leaders; direct the authorities to coordinate closely with local authorities at all levels to make more efforts, focus on removing difficulties and handling existing problems in site clearance and moving technical infrastructure works; pay attention to the construction of resettlement areas, ensure production, business and living conditions equal to or better than the old place of residence; people will soon have a new, stable place to live before the Giap Thin Lunar New Year; resolve problems related to the exploitation and supply of construction materials, support investors and contractors to speed up construction progress, and soon complete and put into operation and use works and projects in accordance with progress and quality assurance; maximize the use of local labor, actively help, support, and stick with the people, enlist the help of the people; review synchronous connection with expressways to overcome the consequences of arising problems in order to promote investment efficiency, exploit land funds, promote socio-economic development of regions, localities and country.
+ The Minister of Transport presides and coordinates with the Chairman of the Committee for Management of State Capital at Enterprises and the Chairman of the People's Committees of provinces and centrally-run cities to urgently make appropriate forms, promptly propagate, motivate, encourage, and reward groups and individuals, create a new atmosphere, and enhance the spirit of exciting competition for productive labor at national key transport projects.
+ To urgently complete investment procedures, especially investor selection to start highway projects in 2024 according to the set plan.
- Chairmen of the People's Committee of provinces and centrally-run cities with transport infrastructure projects under construction:
+ To mobilize the entire political system to participate, propagate and mobilize people to speed up the implementation of site clearance and relocation of technical infrastructure, with a focus on investing in the construction of resettlement areas, ensure people have a new place of residence that is at least equal to or better than their old place of residence. To direct all levels and sectors to coordinate closely with investors and construction contractors to do a good job of propaganda, advocacy, support, create more jobs and livelihoods for local people, create excitement and attachment "when going, people remember, when staying, people love".
+ To closely coordinate with agencies in charge of traffic projects in urgently licensing mines, especially mines under specific mechanisms, and review common mines in the locality to ensure supply, ensure capacity to meet the project progress and restore the original state after completion.
In addition, the Prime Minister assigned specific tasks to the Ministries: Construction, Natural Resources and Environment, Planning and Investment, Finance, Agriculture and Rural Development and Deputy Prime Minister Tran Hong Ha to continue to direct, inspect, urge and handle arising issues according to authority.
