The national teleconference to summarize the Party organization and construction work

At the Hung Yen bridge point, the conference saw the presence of: Comrade Nguyen Huu Nghia, Member of the Party Central Committee and Secretary of the Provincial Party Committee; and Comrade Pham Van Khue, Member of the Standing Board of the Provincial Party Committee and Head of the Provincial Party Committee’s Organization Commission.

In 2025, the Party organization and construction sector closely followed the Resolution of the 13th National Congress of the Party, the leadership of the Party Central Committee, the Politburo, the Secretariat, and Party committees at all levels; continuing to promote a spirit of initiative, creativity, and responsibility, focusing on completing a large volume of work; including many unprecedented tasks, making an important contribution to the overall development of the country. The key achievements are as follows: Advising on and implementing the most significant restructuring and streamlining of the organizational apparatus in modern history, exceeding the targets set in Resolution No. 18-NQ/TW dated October 25, 2017, of the 12th Central Committee of the Communist Party of Vietnam on "Some issues concerning the continued reform and restructuring of the organizational apparatus of the political system to be streamlined, effective, and efficient" by 2030. To coordinate and advise on the successful organization of Party congresses at all levels for the 2025-2030 term, making a significant contribution to the preparation for the 14th National Congress of the Party. To implement comprehensively, synchronously, and effectively all aspects of Party building and organization work, including completing 143 projects and tasks assigned by the Central Committee, the Politburo, and the Secretariat. In 2025 alone, a large volume of projects have been completed, accounting for 40.5% of the total number of projects for the entire term.

Personnel work has undergone many innovations, contributing to the gradual maturation of cadres at all levels, meeting the requirements of the tasks. Key leadership positions in agencies, localities, units, and high-level Party organizations have been promptly consolidated and supplemented. Notably, for the first time, 100% of provincial and city Party secretaries and Chairmen of the provincial and city People's Committees have been appointed from outside the locality.

The consolidation and development of grassroots Party organizations and the improvement of Party member quality have become increasingly in-depth and have changed positively; the renewal of Party membership cards for 100% of Party members throughout the Party has been completed. Efforts have been made to reorganize the organizational structure, streamline staffing, and restructure the cadre workforce in the Party organization and construction sector following mergers and consolidations.

In 2026, the Party organization and construction sector will focus on effectively advising on and successfully organizing the 14th National Congress of the Party, concretizing the implementation of the Resolution of the 14th National Congress of the Party and the resolutions of Party congresses at all levels, in conjunction with building and implementing the working program for the entire term. It will advise on the operation of the political system's organizational structure according to the new model, ensuring smooth, synchronized, efficient, effective, and effective operation, meeting the requirements and tasks of national development in the new period. It will strengthen the consolidation and building of Party organizations and improve the quality of Party members. It will strengthen internal political security work and inspection and supervision work in Party organization and construction. It will promote digital transformation and the application of information technology in Party organization and construction work.

Speaking at the conference, Comrade Tran Cam Tu, Politburo member and Standing member of the Secretariat, acknowledged, highly appreciated and commended the achievements of the Party organization and construction sector in 2025 and the entire term. Emphasizing the context of 2025 with many important events of the country, Comrade Tran Cam Tu requested the Party organization and construction sector to continue to focus on advising on preparing personnel content and necessary conditions to successfully organize the 14th National Party Congress; coordinate to prepare for the election of deputies to the 16th National Assembly and People's Council at all levels for the 2026 - 2031 term. To focus on completing and effectively implementing the new organizational model; urgently advise on reviewing, supplementing and perfecting the institutions, functions and tasks of agencies, units and organizations in the political system. To effectively deploy the mechanism of decentralization and delegation of power from the central to local levels, associated with enhancing the capacity for autonomy, self-determination and self-responsibility of localities. To continue to advise on the arrangement of the organizational apparatus; advise on, promptly, effectively and synchronously implement the institution on personnel work; increase the number of cadres for difficult areas and key areas, promptly replace and dismiss irresponsible cadres, low prestige, weak in capacity and performance of tasks without waiting until the end of the term or the end of the appointment term. To strengthen the work of controlling power, resolutely overcome shortcomings in personnel work, and strengthen the work of protecting internal Party politics.
