The national teleconference discusses and comments on the draft Decree regulating land prices

Delegates attend the conference at the Hung Yen’s bridge point

The Land Law 2024 was passed by the 15th National Assembly at its Extraordinary Session on January 18, 2024 and takes effect from January 1, 2025. The Land Law 2024 has the changes related to land finance and assigns the Government to detail a number of land finance contents, including regulations on land prices. The draft includes 5 Chapters with 41 Articles, stipulating such a lot of contents as: Scope of regulation, subjects of application; land valuation method; land price list; specific land valuation; terms enforcement.

At the conference, delegates focused on discussing and contributing many opinions on the draft as follows: Comparative land plots; selection of land valuation method in case of land allocation or land lease according to compensation, support and resettlement progress; determining assets and prices of assets attached to land; collecting information, construction investment costs, business costs, profits according to the surplus method; responsibilities of local state agencies in determining costs and profits according to the surplus method; land price adjustment coefficient method; factors affecting land prices; transitional terms…

Speaking at the conference, Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities to focus on reviewing, synthesizing and recommending remaining problems in the draft, especially the practical content and issues, associated with procedures of interest to localities, people, and investors; ensuring theory linked to practice and feasible, achieving consensus and unity. Deputy Prime Minister Tran Hong Ha requested the Ministry of Natural Resources and Environment to urgently receive and complete the draft and submit it to the Government for consideration and decision so that the Decree, after being issued, is consistent with the actual situation and effectively promote the Land Law 2024, contributing to the overall development of the country...
