On the afternoon of October 7, Prime Minister Pham Minh Chinh chaired an online meeting of the National Steering Committee on Combating Illegal, Unreported and Unregulated (IUU) Fishing.

The provincial leaders and delegates attend the meeting at the provincial bridge point.

The meeting witnessed the attendance of comrades: Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee on IUU; leaders of relevant departments, branches and localities at the bridge point of the Headquarters of the Provincial People's Council- the Provincial People's Committee.

Implementing the Prime Minister's direction at the 15th Session, recently, provinces and cities have been mobilizing all forces and implementing measures to prevent illegal, unreported and unregulated fishing to remove the European Union's "yellow card" warning, with the goal of completely ending this situation by November 15, 2025.

In Hung Yen province, by October 6, 2025, all levels, sectors, localities and fishermen in the province have made great efforts and determination in implementing tasks and solutions to overcome existing shortcomings and limitations on IUU in the province. No fishing vessels and fishermen of the province have been detected violating foreign waters or arrested by foreign authorities. Fishermen have complied with the regulations on import-export declaration, recording and submitting fishing logs, fishing reports, and electronic declarations (eCDT VN) as prescribed. The Fisheries Surveillance Force, Border Guards and coastal communes of the province have increased the frequency and duration of patrols at sea, thus the situation of fishing vessels violating fishing areas has decreased. 100% of fishing vessel owners/captains in the province have received information on propaganda against IUU fishing and timely and prompt forecasting and warning of natural disasters.

At the meeting, ministries, branches and localities reported on the implementation results of the Prime Minister's instructions at the 15th Session of the IUU Steering Committee, especially in controlling fishing vessel activities; handling fishing vessels violating IUU fishing; preparing to welcome the EC delegation to inspect IUU fishing...

Concluding the meeting, Prime Minister Pham Minh Chinh requested localities to urgently conduct the remaining tasks of the past week, completing them before October 11. Ministries and sectors coordinate to connect, share information, control data, especially the data on population and the one related to fisheries to control the activities of fishing vessels at sea. The Ministry of Public Security compiles statistics on violations, especially newly arising violations, from which it can be used as a basis to amend and build sanctions strong enough to deter; and promptly handle detected violations.

The Ministry of Justice coordinates with the Ministry of Agriculture and Environment to review and advise on amending legal documents related to handling violations in the fisheries sector. The Ministry of National Defense coordinates with functional forces to strengthen inspection and control, promptly detects and prevents violations. The Ministry of Agriculture and Environment coordinates with the Government to issue a plan to implement IUU prevention measures with a specific timeline, reporting implementation results weekly...

The Prime Minister emphasized: Combating IUU fishing is a key task, requiring more synchronous and drastic participation from all levels, sectors and localities. Ministries, sectors and localities must focus on thoroughly handling outstanding violations, combating IUU fishing, and determined to remove the "yellow card" in 2025.
