Comrade Le Quang Hoa, Vice Chairman of the Provincial People's Committee and Head of the Provincial Steering Committee 389, and delegates attend the conference at the Hung Yen provincial bridge point.

In 2025, the Steering Committee 389 of ministries, sectors, and localities focused on leading and directing the serious implementation of Directive No. 13/CT-TTg dated May 17, 2025, of the Prime Minister and other guiding documents of the Government, the Prime Minister, and the National Steering Committee 389 on strengthening the fight against smuggling, trade fraud, and counterfeit goods in the new situation. This work was implemented synchronously and decisively with the participation of the entire political system from the central to local levels, promoting the role and responsibility of all levels, sectors, and society as a whole.

During the year, law enforcement agencies nationwide detected, apprehended, and processed 123,513 violations, a 10% decrease compared to 2024. This included 9,404 cases of illegal trading and transportation of prohibited and smuggled goods (a decrease of nearly 16%); 109,180 cases of commercial fraud and tax evasion (a decrease of over 9%); and 4,929 cases of manufacturing and trading counterfeit goods and violating intellectual property rights (a decrease of nearly 14%). The total amount collected for the state budget reached nearly 15,395 billion VND, an increase of over 4%. Law enforcement agencies initiated criminal proceedings in 3,178 cases, an increase of nearly 3%, involving 4,477 individuals, an increase of over 17%.

In addition, the coordination, exchange, and information sharing between the Steering Committee 389 and various ministries, sectors, and localities continued to be strengthened, achieving practical results. Many major and complex violations have been detected and handled promptly; market discipline has been gradually tightened, limiting the trading of counterfeit and substandard goods, infringement of intellectual property rights, and advertising and livestreaming of goods of unknown origin on the internet. The information and propaganda work has been strengthened and widely disseminated, contributing to raising the awareness of law compliance among organizations and individuals.

The results achieved in the fight against smuggling, trade fraud, and counterfeit goods in the past period have contributed to a clear change in the awareness and actions of people, businesses, and functional agencies; at the same time, clearly demonstrating the principle of strict handling with the motto "Handling one case serves as a warning to the entire region and sector," and "no forbidden zones, no exceptions."

At the conference, delegates from ministries, sectors, and localities focused on discussing and comprehensively evaluating the results of the tasks performed by the Steering Committee 389 at all levels in the past period, frankly pointing out shortcomings, limitations, and their causes; and simultaneously proposing practical solutions to improve the effectiveness of combating smuggling, trade fraud, and counterfeit goods in the future.

Speaking at the conference, Deputy Prime Minister and Head of the National Steering Committee 389, Bui Thanh Son, commended and highly appreciated the results and achievements that the Steering Committee 389 at all levels have achieved in 2025, making an important contribution to maintaining legal discipline, stabilizing the market, and protecting the rights of consumers and businesses.

The Deputy Prime Minister requested that ministries, sectors, and localities continue to thoroughly and comprehensively implement Directive No. 13/CT-TTg dated May 17, 2025, of the Prime Minister, along with other guiding documents from the Government, the Prime Minister, and the National Steering Committee 389; identifying the fight against smuggling, trade fraud, and counterfeit goods as a key, long-term, and ongoing task requiring the synchronized involvement of the entire political system, the role and responsibility of leaders, and the active participation of the people.

All levels and sectors should strengthen inspection and supervision with a focus on key areas, concentrating on border areas, border gates, seaports, airports, and complex locations; paying particular attention to sensitive areas that directly affect human health and the environment, such as food, pharmaceuticals, and cosmetics.

Furthermore, relevant authorities need to closely coordinate with the Steering Committee 389 at all levels in developing and effectively implementing peak programs and plans; harmoniously combining inspection and handling of violations with propaganda and raising awareness among organizations and individuals, attracting public participation. Inspections must adhere to the principle of "each locality and each field is led by one agency," while strengthening linkages and coordination among localities in the fight against smuggling, trade fraud, and counterfeit goods.

Deputy Prime Minister Bui Thanh Son also requested the Steering Committee 389 at all levels to continue reviewing, amending, and perfecting the relevant legal documents promptly, preventing individuals from exploiting loopholes in the system to violate the law; and to research and propose sufficiently strong and deterrent measures and sanctions.

Along with a strong focus on inspection and handling of violations, according to the Deputy Prime Minister, it is necessary to promptly commend and reward organizations and individuals with outstanding achievements; honor and replicate good models and innovative and effective methods in the fight against smuggling, trade fraud, and counterfeit goods; at the same time promote the application of science and technology and digital transformation in data management and build a traceability information system to enhance the effectiveness and efficiency of state management in this field.
