By the end of December 2025, compared to the plan assigned by the Prime Minister, 11 ministries and central agencies and 15 localities had disbursement rates reaching the national average; while 22 ministries and agencies and 18 localities had disbursement rates below the national average. Thus, the remaining capital plan for 2025 must be disbursed by January 31, 2026, to achieve the target of 100% disbursement of the capital plan assigned by the Prime Minister, which is VND 146,933.955 billion.

At the conference, representatives from ministries, agencies, and localities focused on discussing and clarifying the results of public investment disbursement in 2025; they also frankly pointed out the difficulties and obstacles that still exist in the implementation process. Many opinions suggested that, despite the decisive direction and management of the Government and the Prime Minister, disbursement progress remains slow in some areas due to the obstacles in land clearance, lengthy investment preparation procedures, and limited capacity of some investors and contractors. Delegates also analyzed in depth the reasons why central government budget disbursement is lower than local budget disbursement, emphasizing the impact of policy and legal adjustments, organizational restructuring, investor transfers, as well as the shortages of construction materials and price fluctuations.

Ministries, sectors, and localities proposed that the Government and the Prime Minister continue to provide more decisive direction, linking the responsibility of the head of each agency to the disbursement results; at the same time, allow flexibility in transferring capital from slow-moving projects to the ones with good disbursement potential, ensuring the completion of the target of 100% disbursement of allocated capital.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh requested ministries, sectors, and localities to focus on researching, analyzing, and clarifying the six identified causes affecting the disbursement of public investment capital in 2025. From there, they should propose effective solutions for implementation in 2026.

The Prime Minister requested ministries, sectors, and localities to strictly implement the directives of competent authorities, institutionalize these directives to proactively carry out tasks within their delegated authority; and promptly and flexibly resolve any arising obstacles and difficulties. Simultaneously, they must dare to take responsibility and apply creativity in directing and managing the disbursement of public investment capital, coupled with regular inspection and supervision during implementation, ensuring the legitimate rights of the people.

Emphasizing higher goals and tasks in 2026, the Prime Minister requested ministries, sectors, and localities to continue improving the efficiency of investment projects; prioritizing the rectification of limitations and shortcomings in the disbursement of public investment capital in the past. Localities should focus on directing the resolution of difficulties regarding material sources and raw material prices to meet construction progress requirements. In addition, they should put an end to scattered investment, prioritizing investment in key projects and innovative projects; selecting bidding methods for investment projects that ensure efficiency, convenience, and national and ethnic benefits, avoiding waste, embezzlement, and corruption.

The Prime Minister also noted the need to select competent officials and contractors; apply digital transformation in evaluating the effectiveness and progress of project implementation as well as the disbursement of public investment capital for projects; and strictly handle investors, contractors, and officials involved in obstructing or causing delays in project implementation.
