At the conference, Deputy Prime Minister Le Thanh Long thoroughly grasped Conclusion No. 132 and the Government's Plan to implement Conclusion No. 132. Accordingly, over the past 5 years, the legal system on drug prevention, control and combat has been gradually improved. The fight against drug crimes and evils has been vigorously deployed, destroying many large drug crime rings and organizations. Specialized forces have closely and effectively coordinated in investigating, prosecuting and trying drug crimes. The management of drug addicts, illegal drug users and post-rehabilitation is carried out uniformly from the grassroots level...

The Government's plan to implement Conclusion No. 132 requires ministries, branches, the People's Committees of provinces and centrally-run cities to direct the implementation of activities to create strong changes and innovations in thinking and action, raise awareness and responsibility of Party committees, Party organizations, cadres, Party members, especially the heads, leaders and managers. To identify drug prevention, control and combat as the task of the entire political system and society, take prevention as the main task, focus on grassroots areas and residential areas for implementation...

At the conference, delegates and leaders of localities discussed the results achieved after 5 years of implementing Directive No. 36; pointed out objective and subjective causes, lessons learned; proposed solutions for implementation in the coming time.

Concluding the conference, Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, emphasized a number of key tasks in the implementation of Conclusion No. 132. In particular, special attention is paid to continue to strengthen the Party's leadership, improve the effectiveness and efficiency of State management, the core role of specialized forces and the active participation of the People in drug prevention, control and combat; increase the effectiveness of drug crime and social evil prevention, promote drug prevention and combat propaganda with content, forms, measures and means suitable for each target group, focus on key and complicated drug areas and localities, high-risk groups, especially the youth, teenagers, students, workers and laborers in industrial parks, export processing zones, the areas of large-scale projects...; organize a general review of drug addicts and illegal drug users to accurately assess the current situation and take strict management measures; comprehensively and synchronously deploy measures to grasp the situation of drug-related crimes early, from afar, from the grassroots, especially in border areas, border gates, at sea, on air routes and in cyberspace...
