At the Hung Yen’s bridge point, the conference drew the attendance of comrades: Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Quoc Van, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Standing Board of the Provincial Party Committee, the Standing members of the Provincial People's Council, leaders of the Provincial People's Committee, members of the Provincial Party Executive Committee, leaders of departments, branches, the Vietnam Fatherland Front and socio-political organizations of the province.

At the conference, delegates listened to comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission, present the main contents and focus of the implementation of the summary of Resolution No. 18. After 7 years of implementation, with the great efforts and determination of the Central Committee, Party committees and organizations at all levels, especially the leaders, the organization and implementation of Resolution No. 18 have achieved a number of important results, initially creating positive changes in innovation, restructuring the apparatus, improving the effectiveness and efficiency of the operations of agencies, units and organizations in the political system. However, the arrangement of the apparatus is still not synchronous, not comprehensive, not linked to streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees. The apparatus of the political system is still cumbersome, with many levels and many focal points; the functions, tasks, powers and working relationships of many agencies, units and organizations are unclear, still duplicated and overlapping; the decentralization and delegation of power to localities are not strong, not synchronous, not reasonable, not meeting the requirements and tasks of the new period...

Faced with the requirements and tasks of the new development period, the country entered a new era, the era of national growth, the Party Central Committee and the Politburo have reached a high consensus with strong political determination to implement the policy of early and comprehensive summary of Resolution No. 18 in the entire political system, considering this a revolution in streamlining the organization and apparatus of the political system, requiring a high consensus in awareness and action in the entire Party and the entire political system. The Party committees, Party organizations, agencies, units, levels, sectors, first of all, leaders and heads need to be exemplary, proactive, and implement with the highest determination, and act decisively in carrying out assigned tasks in the spirit of "The Central does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level"; identify the contents, priority tasks and coordinate smoothly in implementation, be determined to complete the streamlining of the political system's apparatus in accordance with the set goals, requirements and progress.

Next, the delegates listened to Comrade Tran Thanh Man, Politburo member, Chairman of the National Assembly, present the topic "Solutions to remove institutional bottlenecks and knots", specifically through the organization and results of the 8th Session of the 15th National Assembly. At the 8th Session of the 15th National Assembly, the National Assembly voted to pass 18 laws, considered and passed 21 resolutions with a high approval rate. The National Assembly also gave its first opinion on 10 other draft laws. The session considered and decided on many important issues, promptly removed difficulties and obstacles, supported people and businesses, created breakthroughs to complete infrastructure, maximized resources, and created new development space. In particular, the National Assembly approved with a high rate the investment policy of the North-South high-speed railway project - a clear demonstration of innovative thinking in national infrastructure development, not only a transport project, but also a symbol of aspiration, innovative spirit and drastic action, ready to overcome challenges to open up great opportunities for the country. In the coming time, the National Assembly, its agencies, and its deputies will promote the spirit of solidarity, responsibility, innovation, breakthroughs, and focus on key tasks, including the rapid and timely implementation of laws and resolutions that have just been passed, urgently grasping the spirit of innovative thinking in law-making associated with effective law enforcement, creating a positive ripple effect in the political system and the entire population...

Next, Comrade Pham Minh Chinh, Politburo member, Prime Minister presented the topic "Socio-economic situation in 2024, the solutions to accelerate socio-economic development in 2025". Regarding the socio-economic situation, in the first 11 months of 2024, many important results have been achieved, better than the same period in most areas. It is expected that 15/15 main targets will be achieved and exceeded the plan, especially the growth target. The annual growth is estimated to reach at over 7% (among the few countries with high growth rate in the region and the world); the macro economy continues to be stable, inflation is controlled below 4%. By the end of November, the total import and export turnover is estimated at about 715 billion USD, up 15.3%, with a trade surplus of over 23 billion USD; the whole year is estimated at 807.7 billion USD, the highest ever. FDI attraction is a bright spot and Vietnam is among the 15 developing countries attracting the largest FDI in the world...

2025 is the year of acceleration, breakthrough, and completion of the 5-year plan 2021-2025, the Government has determined to take stability as a premise to promote development and take development as the basis for stability; strive to achieve the highest results in the goals and targets of the plan. In particular, carrying out a number of key tasks and solutions, including: Continuing to perfect institutions as a "breakthrough of breakthroughs"; streamlining the apparatus, improving effectiveness and efficiency; building mechanisms and policies strong enough for cadres to dare to think, dare to do, dare to take responsibility for the common good. To continue to prioritize promoting growth associated with macroeconomic stability, controlling inflation, ensuring large balances and high surpluses; maintaining momentum, keeping pace and accelerating, making breakthroughs, striving to achieve a growth rate of about 8%.

Speaking at the conference, General Secretary To Lam requested: It is necessary to continue to create more institutional breakthroughs, remove difficulties, obstacles, and bottlenecks to unblock resources and strongly reform administration, creating a favorable environment for the country to develop. Institutional innovation is not only the task of law-making agencies, but also the shared responsibility of the entire political system and of each cadre and Party member participating in law-making and enforcement.

Regardingthe  Party congresses at all levels towards the 14th National Party Congress, the General Secretary emphasized: the Party congresses at all levels from grassroots’ Party cells to commune, district, provincial levels and central agencies must be a broad political activity within the entire Party, discussing the vision, goals, and tasks of developing the country in the new era. All levels focus on preparing personnel for the new term of the Party Committee in accordance with the contents that have been guided, and prepare a team of cadres with sufficient qualities and capacity to meet the new development requirements.

Regarding the streamlining of the political system's apparatus, the General Secretary requested that all levels and sectors from the Central to the grassroots level must determine the highest political determination in implementing this policy. This is a particularly important task, a revolution in streamlining the political system's apparatus. Each agency and unit must carry out well the political and ideological work and the regime and policies for cadres, Party members, civil servants, public employees, and workers affected by the restructuring of the organization and apparatus; ensuring fairness, transparency, objectivity, and preventing complications from arising. The Party committees from the Central to the grassroots levels direct the strengthening of propaganda work, orienting public opinion, creating high unity within the Party and the entire political system, and consensus among the people on the policy, requirements, and tasks of streamlining the organizational apparatus in the new situation. To effectively combat wrong, hostile, and distorted views on the implementation of this policy; strictly handle cases of taking advantage of organizational arrangements, causing internal disunity, affecting the prestige of the Party, agencies and organizations.

Speaking to disseminate and guide the propaganda work to implement Resolution No. 18, Comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission requested: Party committees and organizations at all levels to grasp the direction of General Secretary To Lam; continue to thoroughly grasp, propagate, and implement the streamlining of the political system's organizational apparatus, quickly turn the Central's guiding viewpoints into concrete actions, ensure progress, roadmap, and clear results.
