Opening the conference, Prime Minister Pham Minh Chinh presented Topic 1 “Regarding the draft documents submitted to the 14th National Party Congress: New points in summarizing a number of theoretical and practical issues on the socialist-oriented reform process over the past 40 years in Vietnam; new points in the draft report summarizing the work of Party building and implementation of the Party Charter submitted to the 14th National Party Congress; new points in the draft political report; new points in the draft report on the 5-year implementation of the 10-year socio-economic development strategy 2021 - 2030 period; the directions and tasks for socio-economic development in the 5-year 2026 - 2030 period”.
Next, the National Assembly Chairman Tran Thanh Man presented Topic 2 “Regarding the amendment of the Constitution and laws; the directions for the election of deputies to the 16th National Assembly and the People's Councils at all levels for the 2026 - 2031 term”.
Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission, delivered Topic 3 “Regarding continuing to streamline the organization, make it lean, effective and efficient; amend and supplement regulations on implementing the Party Charter; the Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on the Party Congresses at all levels towards the 14th National Party Congress” and the Implementation Plan.
Speaking at the conference, General Secretary To Lam emphasized: Immediately after the conference, the Party committees and organizations at all levels are responsible for continuing to study, fully and thoroughly grasp the contents of the resolution and develop specific action plans and programs to organize the implementation.
General Secretary To Lam emphasized the general requirements and notes for unity in leadership, direction, and organization of implementation. In which, the first requirement is to specify the highest political determination in leading and directing the implementation of the Resolution of the 11th Conference of the Party Central Committee, determining that this is a revolution in organizing and arranging the apparatus, arranging administrative units and reforming and innovating to develop the country. The Party committees, Party organizations, and leaders at all levels must be close and resolute in leading, directing, and thoroughly grasping the special importance of this policy among cadres and Party members, creating unity in awareness and ideology throughout the Party, spreading to the whole society, and being determined to carry out the goals and directions set by the Central Committee...
