At the Hung Yen bridge point, Comrade Lai Van Hoan, the Provincial Party Committee’s Member, Vice Chairman of the Provincial People's Committee chaired the conference; which saw the presence of leaders of relevant departments, branches, and branches.
According to the report of the Ministry of Construction, implementing the Government's Resolution on the Project "Building at least one million social housing units for low-income people and industrial park workers in the period of 2021 - 2030", localities have actively carried out a lot of housing development programs and plans. The goal is to complete over 100,000 social housing units nationwide by the end of 2025.
As of September 2025, the country has started construction on more than 70 social housing projects with a scale of about 85,000 apartments, but only reached about 43% of the plan by 2025. Meanwhile, the demand for housing of low-income people and industrial park workers remains very high, especially in big cities.
For Hung Yen province, in the period of 2021 - 2030, the Prime Minister assigned the target of building 42,500 social housing units; in which, in the 2022 - 2025 period it strives to complete about 13,100 apartments, and in the 2026 - 2030 period about 29,400 apartments. In 2025 alone, Hung Yen was assigned to build 1,750 apartments.
Up to now, the province has completed two social housing projects with a total of 1,002 apartments; four other projects with a scale of 3,588 apartments are being implemented. It is expected that in 2025, three projects will be completed, providing about 2,097 more apartments for workers and policy beneficiaries.
At the conference, delegates focused on analyzing the reasons for the slow progress, proposing many tasks and solutions to promote the development of social housing quickly and sustainably, while ensuring feasibility and suitability to the reality of each locality.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that in the coming time, the Government will issue a new Resolution on breakthrough development of social housing, which will provide the most open and favorable mechanisms and policies for all participants, ensuring fast, effective and sustainable implementation with new thinking and approaches.
The Prime Minister requested that the selection of enterprises participating in social housing development must be carried out publicly and transparently in the spirit of Resolution No. 68-NQ/TW of the Politburo on private economic development; at the same time, promoting the spirit of social responsibility of enterprises, thereby building real social housing that meets the needs. Localities must plan social housing development in accordance with the overall urban planning, ensure similar infrastructure for transportation, electricity, water, telecommunications, culture, health, and education among housing segments; pay attention to allocating favorable land funds to attract investors, beef up synchronous and modern urban development.
The Prime Minister noted that social housing policies must create the most favorable conditions for people to access, buy and own social housing. Procedures need to be digitized, public, transparent, avoiding negativity and harassment. Along with that, diversify capital sources for social housing development, form a social housing development fund instead of just relying on bank credit sources.
