Speaking at the opening of the conference, Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council emphasized: The training conference is very important, aiming to equip Party committee officials, Party organizations and officials, civil servants, especially provincial and commune-level officials and civil servants (new) after the arrangement in terms of expertise and profession related to the Party building organization, state management, organization and operation of the Fatherland Front, and commune-level political and social organizations (new). From there, in order to resolve difficulties and problems arising in the process of reorganizing the apparatus, ensuring that the Party Committee, the government and the Fatherland Front, and political organizations at the commune level (new) operate smoothly, with quality, effectiveness, efficiency and strong performance.

According to comrade Nguyen Xuan Thang, the training contents are very important, including new regulations on the Party building, state management, organization of activities of the Fatherland Front, and political organizations at the commune level; organization of the operating apparatus of the 2-level local government; the issue of decentralization, delegation of power and determination of authority of the Party committees, People's Councils, and People's Committees of provinces and communes; clearly defining the acceptance of tasks and authority of decentralization to localities according to each management area of ​​the Committees, ministries, central branches, and organizations. Therefore, the delegates promoted the highest sense of responsibility, actively and fully participated in the entire training program.

Speaking at the conference, Prime Minister Pham Minh Chinh affirmed: To successfully carry out the revolution in organizational and apparatus arrangement, the entire political system needs to be determined, resolute, unanimous, synchronous, and simultaneous. If something is done, it must be made sure to win, not do it half-heartedly; however, not be perfectionist, hasty, be persistent, and steadfast.

According to the Prime Minister, the revolution in organizational and apparatus arrangement will create new development space, new development momentum with a wider scope. Therefore, the apparatus system at all levels must change from a passive state of receiving and resolving people's petitions to a creative, proactive state of serving and resolving all problems of people and businesses; proactive, flexible, creative, suitable to specific conditions, the new, difficult, and practical problems of each locality; at the same time, be receptive and listen to people's opinions; strengthen decentralization and delegation of power, along with resource allocation, eliminate the request-grant mechanism; at the same time, strengthen inspection and supervision work. Prime Minister Pham Minh Chinh requested press agencies to step up propaganda of new regulations to effectively perform the 2-level local government model.

At the conference, comrade Nguyen Quang Duong, Member of the Party Central Committee, Deputy Head of the Central Organization Commission, presented the topic: "The Party building organization work; Party grassroots organization, apparatus and activities of commune-level Party committees (new)". The topic focused on analyzing the new points of Regulation No. 294-QD/TW of the Central Committee on the implementation of the Party Charter and Instruction No. 06-HD/TW of the Secretariat; Regulation No. 298-QD/TW of the Secretariat on the functions, tasks, and organizational structure of the Party Committee at the immediate superior level of the Party grassroots organizations in communes, wards, and special economic zones; Regulation No. 302-QD/TW of the Secretariat on promulgating the Working Regulations of the Party Committee at the immediate superior level of the Party grassroots organizations in communes, wards, and special economic zones...

Next, comrade Tran Tien Hung, Member of the Party Central Committee, Deputy Head of the Central Inspection Commission, presented the topic: "New points in the Party's inspection and supervision work and the functions, tasks, and organizational structure of the commune-level inspection committee (new)". The topic focused on analyzing and implementing Regulation No. 296-QD/TW of the Party Central Committee on inspection, supervision, and Party discipline (Regulation 296) which inherited and integrated the Party's regulations and decisions on inspection, supervision, discipline, and control of assets and income to ensure consistency in implementation. In particular, regular supervision and monitoring work is highly valued and identified as the focus of Party committees and Inspection Committees at all levels during this period. According to Regulation 296, the Inspection Committee of the Party Committee at the commune and ward levels directly under the provincial level has from 3 to 7 full-time members (decided by the Party Committee), in which the deputy secretary or member of the Party Committee’s Standing Committee is the chairman; from one to two vice chairmen, in which one vice chairman is a member of the Party Committee.

At the end of the morning working session, comrade Nguyen Thi Thu Ha, Member of the Party Central Committee, Standing Deputy Secretary of the Party Committee of the Fatherland Front and Central mass organizations presented the topic: "The organization and operation of the Fatherland Front and political organizations at the commune level (new)". The topic focused on analyzing the political, legal and practical bases for the arrangement of the apparatus; new models of the Fatherland Front and socio-political organizations. In particular, the Vietnam Fatherland Front agency at the commune level is expected to have from 8 to 10 positions (including the Standing Committee and supporting civil servants).

The conference continued on the afternoon of June 14 and June 15, with many important topics.
