At the Hung Yen provincial bridge point, the conference saw the participation of comrades: Pham Quang Ngoc, Member of the Party Central Committee, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of the province; Tran Quoc Van, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee; members of the Provincial Party Committee’s Standing Board; Standing members of the Provincial People's Council; leaders of the Provincial People's Committee; and leaders of the Provincial National Assembly Delegation. The conference was connected online to 1,166 locations in the province with the participation of over 65,000 party members.

The conference aimed to thoroughly understand the new, core, and key points of the resolutions, regulations, and conclusions of the Second Plenum of the 14th Central Committee of the Communist Party of Vietnam.

Opening the conference, Comrade Nguyen Duy Ngoc, Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Organization Commission, delivered a presentation on the topic "Regulation on the implementation of the Party charter".

Next, Comrade Tran Sy Thanh, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Chairman of the Central Inspection Commission, delivered a presentation on the topic "Resolution on renewing and improving the effectiveness of Party inspection, supervision, and discipline; Regulation on Party inspection, supervision, and discipline."

Comrade Trinh Van Quyet, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Head of the Central Propaganda and Mass Mobilization Commission, delivered a presentation on the topic "Basic contents of the Regulation on political and ideological work in the Party."

Comrade Le Minh Tri, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Head of the Central Internal Affairs Commission, delivered a presentation on the topic "Resolution on continuing to strengthen the Party's leadership over the work of preventing and combating corruption, wastefulness, and negative phenomena in the new period."

Comrade Nguyen Thanh Nghi, Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Policy and Strategy Commission, delivered a presentation on the topic "Conclusion on the Plan for socio-economic development, national finance and public borrowing and repayment, and medium-term public investment for the 5 years 2026-2030, linked to achieving the goal of a double-digit growth".

Speaking at the conference, Comrade To Lam, General Secretary and State President, emphasized the requirement after this conference to thoroughly understand and implement the plan decisively, synchronously, effectively, with a focus on key areas, creating clear changes throughout the entire political system and spreading as a driving force for development throughout society. It is necessary to fully and deeply understand the Party's regulations as the pivotal institution ensuring the Party to operate as a unified bloc within the entire political system; each Party committee, Party organization, and each cadre and party member must correctly understand, deeply grasp, and strictly implement the Party's regulations. To consider it the direct political responsibility; not allow for different interpretations or actions, and certainly not apply regulations in a way that benefits yourself personally; all regulations must be carried out uniformly, synchronously, and consistently from top to bottom, coupled with strict inspection, supervision, and severe handling of violations; at the same time, encourage and commend good and innovative practices in accordance with regulations. To fundamentally reform development thinking, effectively exploit all resources and capital for sustainable growth; an economy that wants high, sustainable growth and the ability to break through cannot operate on the basis of a single resource, and certainly cannot place the entire burden of development on the shoulders of the State; therefore, the requirement is not simply to adjust the structure of capital sources but to fundamentally transform development thinking from resource allocation to creating, leading, and activating resources; prioritize unlocking the people's capital, considering this a strategic breakthrough in the new phase. To resolutely overcome the mindset of administrative boundary parochialism, sectoral parochialism, and task parochialism in development planning; planning is spatialized development thinking; each local and sectoral development plan must be viewed within an overall structure, linked to regional linkages and the vision of "East-West orientation," and "a continuous North-South axis." To unleashe productive forces and unlock resources within the population to ensure that every citizen, family, business, and enterprise becomes a subject of growth; every mechanism, policy, infrastructure project, and capital flow must aim to activate the capacity and aspirations for development among the people, transforming potential opportunities into actual growth and turning confidence into a long-term driving force for the country and the economy. To continue to improve and enhance the effectiveness and efficiency of the two-tier local government model based on the overarching principle of "the central government is strong in strategic direction, institutions, and supervision, while the local government is strong in implementation, with the commune level playing a key role in determining the quality of operation of the entire system"; build strong communes in terms of strong decision-making capacity, resource mobilization, and monitoring and feedback capabilities. Party committees, organizations, cadres, and members from the central to the grassroots levels must truly engage with the highest sense of responsibility, act more proactively, decisively, and effectively. Each level, sector, and locality must place itself within the overall context, clearly understand its role and responsibility in the country's overall development picture, thereby acting consistently, disciplined, and effectively. When the people trust, businesses trust, the system operates smoothly, and resources are unlocked, the aspiration for development will be transformed into tangible strength, contributing to the country's rapid and sustainable development in the coming period.
