The conference drew the attendance of: Comrade Pham Gia Tuc, Member of the Political Bureau and Standing Deputy Prime Minister; Comrade Nguyen Van Thang, Member of the Party Central Committee and Deputy Prime Minister; leaders of ministries, central agencies, and localities.

At the Provincial People's Council – the Provincial People's Committee’s Headquarters, it saw the participation of: Comrade Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Comrade Nguyen Le Huy, Member of the Standing Board of the Provincial Party Committee and Standing Vice Chairman of the Provincial People's Committee; and leaders of departments, agencies, and units.

According to the report at the conference, the total public investment capital in 2026 allocated by the Prime Minister to ministries and central agencies is VND 1,013,443.4 billion. In addition, according to the Law on Public Investment, the planned capital of 2025 carried over to 2026 is VND 55,289.6 billion.

The unallocated capital under the Government's authority is VND 79,688.517 billion, including the funds planned for new projects, national target programs, and tasks related to science and technology, innovation, and digital transformation.

By April 15, 2026, ministries, central agencies, and localities have allocated VND 976,538.8 billion in detail. The remaining unallocated capital is VND 50,040.8 billion, accounting for 4.9% of the plan assigned by the Prime Minister.

Regarding disbursement, the capital carried over from the previous year reached VND 2,676.5 billion, equivalent to 5.8% of the plan. For the 2026 plan, the total disbursement reached VND 127,390.6 billion, equal to 12.6% of the plan; of which central government budget capital reached 9.6%, and local government budget capital reached 14.2%. Seven ministries and agencies and 16 localities achieved a disbursement rate equal to or higher than the overall average. However, 16 ministries and agencies still have a disbursement rate below 1%, and some units with large allocated capital have low disbursement rates, affecting the overall progress.

At the conference, ministries, sectors, and localities focused on discussing and clarifying existing problems and obstacles, and proposing solutions to overcome them, such as: the lengthy process of determining land prices and approving compensation, support, and resettlement plans; the complexity of regulations on land use conversion; the difficulties in implementing the Construction Law and the Environmental Protection Law; the limited supply of construction materials such as fill soil and construction sand; and volatile fuel prices. In addition, some agencies and localities have not been sufficiently proactive in their responsibilities; the capacity of some investors, project management boards, and contractors is limited, and they lack initiative in organizing construction.

In his concluding remarks, Prime Minister Le Minh Hung emphasized that the disbursement of public investment capital continues to be a key political task, of great importance in promoting economic growth, creating jobs, and spreading development momentum.

The Prime Minister requested that ministries, sectors, and localities continue to review and improve institutions; promptly remove obstacles related to mechanisms and policies; simplify procedures and shorten the time for implementing investment procedures; at the same time accelerate the progress of land clearance and proactively ensure the supply of construction materials for key projects.

Comrade Nguyen Le Huy, Member of the Standing Board of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee, and delegates attend the conference at the Provincial People's Council – the Provincial People's Committee’s Headquarters.

In addition, it is necessary to enhance the role and responsibility of the heads of departments; strengthen discipline and order in the performance of official duties; and resolutely handle cases of stagnation and delays in progress. Investors and contractors must be more proactive and decisive in organizing construction, ensuring the quality and progress of projects.

To achieve the target of 100% disbursement of planned capital in 2026, the Prime Minister requested ministries, sectors, and localities to consider this a key task, regularly inspect and supervise, promptly resolve difficulties, and contribute to the successful achievement of high economic growth targets this year.
