The meeting drew the attendance of: Mr. Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Members of the Standing Board of the Provincial Party Committee; leaders of the Provincial People's Council; representatives of leaders from provincial departments, agencies, and organizations; leaders of agencies and units in the provincial armed forces; and a large number of retired and former military officers in the province.

At the meeting, delegates reviewed the glorious 81-year tradition of building, fighting, and maturing of the heroic Vietnam People's Army. Throughout the revolutionary periods, the Vietnam People's Army has always played a core role in the cause of national liberation and defense; and has been at the forefront in building a strong national defense system linked to the people's security posture.

Speaking at the meeting, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, affirmed: The Party Committee, government, and people of the province always cherish and are proud of the achievements and victories of the armed forces and generations of officers and soldiers of Hung Yen province in the struggles for national liberation as well as in the cause of building and defending the Fatherland. Wherever they are, on every front, every officer and soldier from our homeland always uphold the patriotic, revolutionary, united, resourceful, and courageous traditions, contributing to the glorious traditions of Hung Yen province.

During the period of peace and reform, officers and soldiers of the Hung Yen Army continue to actively participate in socio-economic development, consolidating national defense and security, and building a strong local political system. Even after retirement, they continue to uphold the noble qualities of "Uncle Ho's soldiers," setting an example in patriotic emulation movements at the grassroots level, actively educating the younger generation about revolutionary traditions, and making important contributions to building a national defense system linked to the people's security posture.

Regarding the outstanding achievements in the province's socio-economic development in 2025 and the goals set forth in the Resolution of the First Hung Yen Provincial Party Congress, term 2025-2030, he stated that Hung Yen province strives to become a modern industrial province by 2035, meeting the criteria of a Class I urban area, and by 2045 to be a smart, ecological city directly under the Central Government, with a modern industrial base among the leading groups nationwide, and a prosperous and happy life for its people.

To successfully achieve these goals, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested that cadres and soldiers of the provincial armed forces and retired military officers in the province continue to uphold their capabilities, experience, and prestige; and set a leading example in implementing the Party's guidelines and the State's policies and laws. To actively participate in building a strong political foundation, developing advanced and model new-style rural areas, and maintaining stability in the locality. In the immediate future, coordinate effectively the key tasks for the end of 2025 and the beginning of 2026; participate in successfully organizing the election of deputies to the 16th National Assembly and the People's Councils at all levels for the 2026-2031 term; take care of social welfare and ensure security and order to serve the people in celebrating the Lunar New Year Binh Ngo 2026 safely and healthily; at the same time, do a good job of propaganda and encouragement for young people to enlist in the military.

At the meeting, the leader of the Provincial Military Command informed the delegates about the prominent political and current affairs of the country and the province, and reported on the results of local defense and military work in 2025. Accordingly, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have focused on leading and directing the comprehensive and serious implementation of directives and resolutions of the Party, the State, and the Ministry of National Defense on local defense and military tasks. The recruitment of citizens into the military and the fulfillment of their obligations to participate in the People's Public Security Force have been organized strictly and in accordance with regulations; in 2025, the entire province recruited and handed over 4,604 young people, completing 100% of the assigned recruitment target. The work of national defense and security education for all citizens has been carried out seriously and effectively; the overall quality and combat readiness of the local armed forces have been continuously improved. The provincial armed forces maintained a strict combat readiness duty regime; effectively carrying out training, drills, building a regular army, and managing discipline; closely coordinating with other forces to grasp the situation, promptly and effectively handling emerging issues, maintaining political security and social order, and creating a favorable environment for the socio-economic development of the locality.
