The meeting of the State Steering Committee for Key National Transport Projects

Speaking at the opening of the meeting, comrade Pham Minh Chinh, Politburo member, Prime Minister, Head of the Steering Committee emphasized that the Steering Committee has operated seriously and effectively; set aside time every month to meet and discuss, become more and more experienced after each session, gradually resolved backlogs and problems in the implementation process, promoted and ensured the progress and quality of projects and works. Up to this point, the implementation of key projects and works has achieved very encouraging results, many projects have been actively implemented. Some localities were reminded about changes in site clearance work. However, there are still difficulties and obstacles in the implementation of projects and works such as site clearance, supply of construction materials... in some localities.

The Prime Minister requested delegates to frankly point out difficulties and problems, propose solutions, and clearly state the responsibilities of each level, each sector, and each agency. The Prime Minister emphasized that the large amount of work requires high determination, great effort, drastic action, with the spirit of "just working, no backsliding", "don't say no, don't say difficult, don't say yes without doing it", all for the development of the nation and people; the goal is to ensure progress, improve quality, technique, aesthetics, safety, and environmental sanitation of works and projects, focusing on the landscape and space of projects when they are completed.

According to the report of the Ministry of Transport, at the 11th meeting of the Steering Committee, the Prime Minister assigned 47 tasks to ministries, branches and localities; to date, the units are implementing 36 missions and have completed 11 missions. Carrying out the tasks assigned by the Prime Minister, ministries, branches and localities have proactively, actively coordinated in implementation and achieved many important results. Localities have mobilized the entire political system to actively clear land and relocate technical infrastructure; speed up the progress of procedures in investment preparation; direct contractors to overcome difficulties and obstacles and take advantage of favorable weather conditions to promote construction of projects. Construction progress of projects in Hung Yen and localities such as Ho Chi Minh City, Hanoi; provinces: Long An, Binh Duong, An Giang, Ha Giang... have closely followed the requirements. However, project implementation in some localities is still slow and has not met the construction schedule due to problems with construction sites, sources of backfill materials, etc.

At the meeting, delegates focused on discussing the main contents of: The coordination to boost the progress of project implementation; the solutions to remove difficulties, obstacles and inadequacies in implementation; there are specific mechanisms for a number of key national projects and works in the transport sector; site handover progress;iInvestment preparation work...

Speaking at the conclusion of the meeting, Prime Minister Pham Minh Chinh requested ministries, branches, and localities to be more proactive, positive, and drastic in coordinating smoothly, synchronously, and effectively in implementing the project. Members of the Steering Committee, relevant ministries, branches, agencies and localities continue to review and improve institutions, mechanisms and policies, speed up investment preparation and implementation progress; proactively review and report to the Steering Committee to remove problems related to project implementation procedures; focus on urging construction contractors to fully mobilize human and material resources for construction, while strictly controlling quality, progress, and promptly removing difficulties and obstacles that arise during the implementation process of projects; focus on implementing solutions to overcome difficulties in construction materials; carry out site clearance work well, relocate technical infrastructure, and arrange resettlement as required...
