In 2024, under the drastic, timely and synchronous leadership and direction of the Standing Board of the Provincial Party Committee, the Provincial Steering Committee, the Party committees and authorities at all levels, the District Steering Committees, along with the active participation of the entire political system, the support of the people and the efforts of investors of key projects, the implementation of key projects in the province has achieved a number of important results. In particular, the project to invest in the construction of the Ring Road No. 4 - Hanoi Capital Region through the province has basically completed the site clearance of agricultural land, public land, cemetery relocation, is speeding up the site clearance for business land, construction progress is guaranteed according to requirements. For the Tan Phuc - Vong Phan road project (intersecting to the provincial road No. 378), up to now, the site clearance has been completed at 96.8%; construction progress is guaranteed according to requirements. For the project to build a road connecting cultural and tourism heritage and economic development along the Red River, the adjustment of the project's pre-feasibility study report has been completed, the basic design documents are being accelerated, and the project is being approved to conduct site clearance. The site clearance of 2/2 key industrial parks (IPs) has been basically completed (including: Yen My IP, expanded Yen My II IP) and the Steering Committee has decided to remove them from the list of key projects of the province. For key industrial clusters (ICs), localities have made efforts in site clearance work, some ICs have achieved good results in site clearance such as: Kim Dong, Dang Le, Chinh Nghia, Dong Than; Phung Chi Kien ICs have basically completed site clearance, and the Steering Committee has decided to remove them from the list of key projects. To continue to add to the list of key projects of the province for 2 large-scale projects, facing many difficulties and obstacles to direct and speed up progress, including: Tho Hoang Industrial Park, Minh Hai 1 Industrial Cluster.

However, there are still many projects that have not achieved results as required by the Steering Committee. The reason is that the 2024 Land Law and documents guiding the implementation of the Land Law takes effect from August 1, 2024, the province has made efforts to direct the development of regulations (Detailed regulations on the implementation of the Law and Decree, Regulations on compensation, support, resettlement, adjustment of land price lists, ...). Due to the time-consuming process and order of drafting legal documents, the implementation of site clearance work for key projects in particular and provincial projects in general has been delayed. In addition, some localities are confused in implementation and have not been determined to speed up project progress; propaganda and mobilization work for people to move graves at key projects have not attained good results; some investors, especially investors of key industrial clusters, still lack effort and experience and have not focused resources on project implementation...

At the meeting, delegates discussed solutions to difficulties and obstacles in carrying out key projects of the province such as: removing difficulties in site clearance work; promoting the role of leaders; coordination between project investors and departments, branches, localities and the Fatherland Front, socio-political organizations...

Speaking at the meeting, Mr. Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, requested the Department of Natural Resources and Environment to coordinate with the Department of Agriculture and Rural Development, based on the actual situation, to consider and propose to the province the appropriate support mechanisms for households whose land is recovered; speed up the progress of site clearance for key projects of the province; localities have flexible solutions to support people to speed up the progress of moving graves to carry out the project. The Department of Natural Resources and Environment shall promptly complete and submit to the Provincial People's Committee for promulgation the adjusted land price list according to the Land Law...

Concluding the meeting, Secretary of the Provincial Party Committee Nguyen Huu Nghia emphasized that 2025 is a particularly important year, with many key tasks that the province must implement as follows: Striving to complete the province's 5-year socio-economic development plan and the Resolution of the 19th Provincial Party Congress; the Party committees and Party organizations in the province focus on organizing party congresses at all levels for the 2025-2030 term towards the 14th National Party Congress; conducting the arrangement and streamlining of the political system of Hung Yen province. 2025 is also the last year for the Steering Committee to direct, inspect, supervise and urge the implementation of key projects in Hung Yen province for the period 2021 - 2025 with many important tasks, large workload, many difficulties and challenges to be completed. Therefore, for the province's key projects, in order to effectively implement and complete the assigned tasks, members of the Steering Committee continue to promote their roles and responsibilities in performing their tasks; regularly work, inspect, supervise and urge the implementation of projects in the assigned areas. All levels and sectors continue to thoroughly grasp and seriously perform the Steering Committee's instructions; concretize them into programs, work plans and implementation solutions; strengthen coordination to detect and handle difficulties and problems right at the grassroots level, not to shirk or avoid responsibility. To continue to strengthen innovation and improve the effectiveness of propaganda and mobilization work for cadres, Party members, union members, association members and people to support the implementation of key projects; regularly propagate and disseminate the Party's guidelines and policies, the State's and the province's policies and laws related to site clearance and implementation of key projects... the Provincial Party Secretary Nguyen Huu Nghia assigned specific tasks and time to sectors and localities in implementing key projects of the province.
