In his opening remarks at the meeting, Comrade Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Hung Yen province, emphasized: The Provincial Party Executive Committee’s meeting will focus on reviewing and giving opinions on the investment policy and adjustments to the investment policy of three important transportation projects to complete the transportation network, create land for economic development, meet the transportation needs for inter-provincial, and inter-regional traffic, and neighboring provinces, opening up space to maximize the potential, advantages, and development opportunities of the province in the coming period.

In addition, the conference will also give opinions on adjusting the socio-economic development tasks in 2026; on labor force development; on restructuring, developing, and improving the efficiency of the agriculture, fisheries, and rural sectors of Hung Yen province in the period 2026-2030, with the orientation to 2045; and on strengthening environmental protection;  proactive disaster prevention and adaptation to climate change in Hung Yen province for the period of 2026-2030, with a vision to 2045. The Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Hung Yen province requested delegates to uphold a high sense of responsibility, research, discuss, and contribute practical and specific opinions to supplement and refine the projects, presentations, and reports submitted to the Provincial Party Executive Committee.

At the meeting, Mr. Nguyen Le Huy, Member of the Standing Board of the Provincial Party Committee and Standing Vice Chairman of the Provincial People's Committee, reported on the proposals regarding the investment policy for the construction project of the road from Pho Hien ward to Hung Ha commune; the adjustment of the investment policy for the Tan Phuc - Vong Phan road project (intersecting with the provincial road No. 378), Hung Yen province; and the adjustment of the investment policy for the construction project of the road from Thai Binh city to Hung Ha district connecting with Hung Yen province (now from Thai Binh ward to Hung Ha commune); the project on developing the workforce to meet the requirements of accelerating industrialization, modernization, and digital transformation in Hung Yen province for the period of 2026-2030, with a vision to 2045; and on adjusting the socio-economic development tasks for 2026.

Following that, Mr. Lai Van Hoan, Vice Chairman of the Provincial People's Committee, reported on the proposal to issue a Resolution of the Provincial Party Committee on restructuring, developing, and improving the efficiency of the agriculture, fisheries, and rural sectors in Hung Yen province for the period of 2026-2030, with a vision to 2045. Mr. Nguyen Hung Nam, Vice Chairman of the Provincial People's Committee, reported on the proposal to issue a Resolution of the Provincial Party Committee on strengthening environmental protection; Proactive Disaster Prevention and Adaptation to Climate Change in Hung Yen Province, period 2026-2030, with a vision to 2045.

Comrade Pham Quang Ngoc, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee, chairs the discussion at the meeting.

Under the chairmanship of Comrade Pham Quang Ngoc, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee, delegates focused on discussing land clearance for transportation projects; waste and wastewater treatment and environmental protection; and solutions to achieve double-digit economic growth targets…

In his concluding remarks, Comrade Nguyen Huu Nghia, Member of the Party Central Committee and Secretary of the Provincial Party Committee, emphasized: After serious, democratic, and responsible consideration and discussion, the Provincial Party Executive Committee unanimously approved the proposals, reports, and presentations submitted at the meeting.

Comrade Nguyen Huu Nghia, Secretary of the Provincial Party Committee, also provided additional information on some key results of the 14th National Congress of the Party. Accordingly, the 14th National Congress of the Party took place from January 19-23 in Hanoi. This was a particularly important political event for the entire Party, the entire people, and the entire army; a milestone opening a new path of national development. With a serious, responsible, and scientific working spirit, maximizing collective intelligence, democracy, and innovation, the Congress was very successful, demonstrating the faith, will, determination, and new development vision of the Party and the nation. The Congress discussed and approved important policies and decisions, major directions, key tasks, and strategic breakthroughs aimed at building and developing the country rapidly and sustainably, and firmly protecting the socialist Fatherland of Vietnam in the new period. The Congress documents are the culmination of the wisdom, will, innovative thinking, and strong aspirations of the entire Party, people, and army. The Congress elected 180 full members and 20 alternate members to the 14th Central Committee of the Party. The 14th Party Central Committee held its first meeting and elected the 14th Politburo, consisting of 19 members. Comrade To Lam was elected General Secretary of the 14th Central Committee of the Party.

Comrade Nguyen Huu Nghia, Secretary of the Provincial Party Committee, outlined several key tasks that Party committees and governments at all levels need to focus on in the coming period, as follows: Expeditiously disseminating, thoroughly understanding, and institutionalizing the Resolution of the 14th National Congress of the Party into action programs; strengthening innovation and improving the leadership capacity of Party committees and organizations at all levels; focusing on effectively carrying out Party building work in politics and ideology; strengthening inspection, supervision, and disciplinary enforcement, and strictly maintaining Party discipline and order; effectively carrying out internal affairs and mass mobilization work. The Party Committee of the Provincial People's Committee adjusts and updates the operational plan to successfully achieve the economic growth target of over 11% in 2026; building and consolidating the five strategic pillars, prioritizing the development of industry, urban areas, and the marine economy; focusing on implementing large-scale projects to drive rapid and sustainable economic growth; and strengthening the improvement of the business environment, attracting investment, and creating favorable conditions for people and businesses. First and foremost, Party committees and authorities at all levels need to effectively ensure social security, maintain security and order, and make thorough preparations to serve the people in celebrating the Lunar New Year Binh Ngo 2026.

On behalf of the Provincial Party Executive Committee, the Provincial Party Secretary called on all cadres, Party members, and people of all walks of life in the province to strengthen unity and consensus, strive to overcome difficulties and challenges, and successfully implement the tasks and goals of 2026 and the Resolution of the First Hung Yen Provincial Party Congress, term 2025-2030.
