The meeting of the Executive Committee, the Standing Committee of the Party committee of the Provincial People’s Committee and members of the Provincial People's Committee
The Executive Committee, the Standing Committee of the Party committee of the Provincial People's Committee and members of the Provincial People's Committee on February 24, held a meeting to review and give opinions on a number of important contents at the Headquarters of the Provincial People's Council – the Provincial People's Committee. Comrade Tran Quoc Van, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Party committee of the Provincial People's Committee chaired the meeting. The meeting drew the attendance of comrades in the Standing Board of the Provincial Party Committee: Nguyen Le Huy, Standing Vice Chairman of the Provincial People's Committee, Permanent Deputy Secretary of the Party committee of the Provincial People's Committee; Colonel Nguyen Thanh Truong, Director of the Provincial Public Security; Colonel To Thanh Quyet, Chief of the Provincial Military Command. In the attendance were comrades: Nguyen Duy Hung, Vice Chairman of the Provincial People's Committee; Nguyen Hung Nam, Vice Chairman of the Provincial People's Committee; Do Thi Huong, Deputy Secretary in charge of the Party committee of the Provincial People's Committee; representatives of leaders of some departments, agencies, branches of the province and leaders of districts, town and city.

At the meeting, the Department of Home Affairs presented the following contents: the draft resolution on merging 2 villages to establish a new village in Van Giang district; the draft decision of the Provincial People's Committee stipulating the functions, tasks, powers and organizational structure of the Department of Home Affairs of Hung Yen province; the draft decision of the Provincial People's Committee stipulating the functions, tasks, powers and organizational structure of the Department of Science and Technology of Hung Yen province; the draft decision of the Provincial People's Committee stipulating the functions, tasks, powers and organizational structure of the Department of Construction of Hung Yen province; the draft decision of the Provincial People's Committee stipulating the functions, tasks, powers and organizational structure of the Department of Finance of Hung Yen province; the draft decision of the Provincial People's Committee stipulating the functions, tasks, powers and organizational structure of the Department of Agriculture and Environment of Hung Yen province; the issuance of a plan to announce, hand over and consolidate the organization and personnel of specialized agencies under the People's Committees at the provincial and district levels; a plan to organize the transfer of state management functions and tasks from specialized agencies under the Provincial People's Committee to the Provincial Police; the report on the request for approval of continuing streamlining the organization and staffing of departments, branches, sectors, and public service units in the province.
The Provincial Police submits: the draft decision regulating the time and scope of operation of four-wheeled motorized cargo vehicles and four-wheeled motorized passenger vehicles in the province; the draft decision regulating road transport activities in urban areas, the rate of public passenger transport vehicles with assistive devices for the disabled in urban areas and the operating time of environmental sanitation vehicles, construction material and loose waste carrying vehicles operating in urban areas in the province; the draft decision on regulations on the use of rudimentary vehicles and motorbikes for passenger and cargo transportation in the province.
The Van Lam District People's Committee submits: Implement the process of enforcing the decision to reclaim land to conduct the investment project to build a complex of commercial services and townhouses in Nhu Quynh town, Van Lam district.
Based on the content of the submissions of the Department of Home Affairs, the Provincial Police and Van Lam District People's Committee, delegates gave their opinions on such a number of issues as: Building a resolution to merge Kim Nguu and Phuong Tri villages to establish a new village under Tan Tien commune, Van Giang district; considering adding a number of contents to the implementation plan for the announcement and implementation of the handover, consolidation of the organization and personnel of specialized agencies under the provincial-level and district-level People's Committees; urgently operating the activities of the departments after the merger to avoid interruption; performing the streamlining of the organizational apparatus and staffing of a number of departments, branches, sectors, public service units...
Concluding the meeting, Comrade Tran Quoc Van, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Party committee of the Provincial People's Committee agreed with the contents presented by the Department of Home Affairs. At the same time, he requested the Department of Home Affairs to absorb the opinions of the delegates at the meeting, promptly complete the drafts, and submit them to the Provincial People's Committee for promulgation. Regarding the draft Resolution on merging 2 villages to establish a new village in Van Giang district, the Department of Home Affairs coordinated with Van Giang district to complete the submission of the Provincial People's Committee to submit to the Provincial People's Council for consideration and promulgation of the resolution.
Comrade Chairman of the Provincial People's Committee agreed with the contents presented by the Provincial Police, at the same time requested the Provincial Police to complete the drafts and submit them to the Provincial People's Committee for promulgation.
Regarding the implementation of the enforcement process to conduct the decision to reclaim land to carry out the investment project to build a complex of commercial services and townhouses in Nhu Quynh town, Van Lam district, the Chairman of the Provincial People's Committee agreed with the enforcement. At the same time, he requested Van Lam district to base on the actual situation, develop a plan, appropriate enforcement time, ensuring compliance with the provisions of law.
