The inspection of the progress of the Ninh Binh - Hai Phong Expressway project, the section passing through Ninh Binh province

Mr. Lai Van Hoan, the Provincial Party Committee’s Member and Vice Chairman of the People's Committee of Hung Yen province, directly supervises the inspection of the project's progress at the Ninh Co River overpass section, Co Le commune, Ninh Binh province.

At the inspection site, representative of the project enterprise provided an overall report on the project's implementation. Accordingly, to date, the appraisal and approval of technical design documents and cost estimates have been completed for all 14 construction packages; some construction drawing design items have been approved in a timely manner for implementation on the construction site. Regarding design adjustments, the People's Committee of Hung Yen province has approved the principle of adjusting the design of three bridges on the route, and the project enterprise is currently completing the appraisal procedures as prescribed.

Regarding contractor selection, the project enterprise has basically completed the selection and signing of contracts for consulting, non-consulting, and construction packages, ensuring that all conditions are met for organizing construction according to the project schedule. On the construction site, the packages for bomb and mine clearance, topographic, geological, and hydrological surveys have been completed; the construction packages are being carried out simultaneously. By January 22, 2026, the total project output value is expected to reach approximately 525 billion VND, of which the section through Ninh Binh province accounts for 275 billion VND. Specifically, the bidding packages in Ninh Binh province are currently mobilizing hundreds of machines and equipment, and more than 250 engineers and workers, organizing simultaneous construction on multiple fronts for both road and bridge sections.

Land clearance work has achieved positive results, with approximately 95% of the route length handed over to the contractors. Many packages have attained 100% land clearance for construction. However, some locations still have outstanding issues related to residential land and technical infrastructure land that require continuous efforts from local authorities to resolve.

After inspecting the Ninh Co River overpass bridge construction site, Mr. Lai Van Hoan, Vice Chairman of the People's Committee of Hung Yen Province, and Mr. Cao Thai Son, Vice Chairman of the People's Committee of Ninh Binh Province, requested relevant departments, agencies, and localities to closely coordinate with the project enterprise to resolve obstacles and expedite land clearance, striving to hand over the remaining land to the contractor for construction by mid-February 2026.

They requested the project enterprise to urgently complete the procedures for material quarries to meet the demand for materials for leveling and construction. Especially, once the land is available, it is necessary to concentrate manpower and equipment, organize construction scientifically, and ensure the progress, quality, safety, and efficiency of the project in accordance with the directives of the Government, the Prime Minister, and the commitments in the signed contract.

The contractor is concentrating manpower and machinery on the construction of the Ninh Co River overpass bridge.
