The ceremony saw the participation of members of the Standing Board of the Provincial Party Committee; the Vice Chairmen of the Provincial People's Committee; leaders of the Party Committee of the Provincial People's Committee; leaders of departments, agencies, units, and the Office of the Provincial People's Committee.

At the conference, Comrade Pham Quang Ngoc, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and former Chairman of the Provincial People's Committee, and Comrade Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, signed the handover minutes for the duties of the Chairman of the Provincial People's Committee. The handover focused on all the tasks and powers of the Chairman of the Provincial People's Committee as stipulated in the Law on Organization of Local Government in 2025 and the Working Regulations of the Provincial People's Committee; and comprehensively covered key areas in leadership and management.

Accordingly, regarding development orientation, the Provincial People's Committee will continue to focus on implementing major policies and guidelines for socio-economic development in the 2026-2030 period, striving for the economic growth of 11-12% in 2026. The focus will be placed on accelerating the preparation and adjustment of the Provincial Master Plan for the 2021-2030 period, with a vision to 2050; developing a medium-term public investment plan; and promoting the formation of the province's Free Economic Zone, High-Tech and Innovation Zone.

In addition, the province will continue to remove difficulties and obstacles for businesses; accelerate land clearance, especially for key transportation projects, industrial parks and clusters, and housing projects; and improve the effectiveness of investment attraction, particularly large-scale, high-tech projects. The disbursement of public investment capital is identified as a key task, linked to the specific responsibilities of each level, sector, and unit.

In the field of finance and budget, the province is restructuring revenue sources towards sustainability, strengthening financial discipline and order; ensuring accurate and sufficient revenue collection, preventing revenue loss; at the same time, strictly managing budget expenditures, prioritizing resources for development investment and social welfare.

In addition, land management, resource management, environmental protection; agricultural development, new-style rural construction; promotion of digital transformation and administrative reform; organizational structure, staffing, health, education, national defense and security… continue to be implemented synchronously and comprehensively.

Speaking at the conference, Comrade Pham Quang Ngoc, Member of the Party Central Committee, Secretary of the Provincial Party Committee, congratulated Comrade Nguyen Manh Quyen on being entrusted by the Central Committee and appointed to Hung Yen province to hold the position of Deputy Secretary of the Provincial Party Committee for the 2025-2030 term; and elected by the Provincial People's Council to hold the position of Chairman of the Provincial People's Committee for the 2026-2031 term. He expressed his sincere gratitude to the collective leadership of the Provincial People's Committee, the Party Committee of the Provincial People's Committee, the leaders of departments, agencies, localities, and the Office of the Provincial People's Committee for their attention, cooperation, and support in helping him successfully complete his duties during his tenure as Secretary of the Party Committee and Chairman of the Provincial People's Committee, as well as for their continuous support, nomination, and election to the position of Secretary of the Provincial Party Committee for the 2025-2030 term.

The Provincial Party Secretary stated that, under the leadership and guidance of the Central Government, the Standing Board of the Provincial Party Committee, and the Provincial Party Executive Committee; and with the efforts, unity, and determination of the Party Committee, the collective leadership of the Provincial People's Committee, departments, agencies, and localities, in the last months of 2025 and in the first quarter of 2026, Hung Yen province has maintained and created breakthroughs and outstanding results in socio-economic development.

The Provincial Party Secretary expressed his wish that the Party Committee of the Provincial People's Committee would continue to play its role as an important Party organization in advising the Standing members of the Provincial Party Committee, the Executive Committee, and the Standing Board of the Provincial Party Committee in leading and directing the successful implementation of the set goals and tasks. He also hoped that in his new position, Comrade Nguyen Manh Quyen would continue to promote unity and cohesion within the Party Committee of the Provincial People's Committee, fostering strong support and consensus among the people. From there, together with the Party Committee, the government, and the people, he would focus on leading, directing, and effectively implementing the province's socio-economic development goals, living up to the trust and expectations of the Central Government and the people.

Speaking at the conference, on behalf of the leaders of the Provincial People's Committee and provincial departments and agencies, Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, respectfully thanked the Provincial Party Secretary, who was assigned by the Central Committee to work in the province, for his affection, attention, support, and assistance; and fully accepted the directives of the Provincial Party Secretary.

He emphasized that this is a period of acceleration, therefore it is necessary to "continue to develop" so that Hung Yen can successfully achieve its socio-economic development goals and targets; affirming the determination of the Party Committee, the Provincial People's Committee, and departments, agencies, and localities to promote the spirit of unity, consensus, and decisive and effective action in all work with the goal of managing specific and clear outputs.

He emphasized that the Provincial People's Committee will focus on reviewing and perfecting the working regulations of the Provincial People's Committee based on the working regulations of the Government; promoting decentralization, delegation of power, and authorization, coupled with inspection, supervision, urging, and resolving difficulties to ensure smooth and effective work; at the same time, promoting the implementation of Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on making breakthroughs in the development of science, technology, innovation, and national digital transformation, applying it extensively in various fields to improve the quality of service to people and businesses. Simultaneously, it will define and advise on the construction of four interconnected axes in leadership, direction, and management between the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Committee of the Vietnam Fatherland Front; concretizing tasks in each field, creating clear changes in socio-economic development, and striving to accelerate Hung Yen's development in the coming period.
